March 10, 2025

THE CITY council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Bobby Dahlquist, Cameron Smith, and Margaret Brown.
Council Member Bobby Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Scott Wylie to approve February 10, 2025, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The financial report was in the file. As of February 28, 2025, the overall total revenue, actual year to date is $2,599,079.27 with the FYE 9/30/2025 budget being $4,752,200.00 and a remaining budget of $2,153,120.73. The total expenses, as of February 2025, actual year-to-date total is $2,255,595.63 with the FYE 9/30/2025 budget total expenses being $8,466,420.00 and the remaining budget of $6,210,824.37.
REPORT
Fire, Police, Code Enforcement, Public Works, Sewer, Maintenance, and Airport reports were in council files. There were no questions or comments from the council.
CITY REPORT

?Met with Senator Mike Johnson’s staff

?Addressed the new sewer rates.
A motion was made by Jim Smith and seconded by Scott Wylie to amend the March 10, 2025 agenda by amending line 7 to say Adopt a resolution to appoint Cade Cole as a personnel officer and to remove line 12 to kill ordinance #887. The ordinance is rewritten on line 18. Without objection, the motion was carried and approved by all.

Mayor Smith re-appointed department heads. They are Sherri Breaux – City Clerk, Hank Frazier- Public Works Director, Annajo Haynes- Police Chief, and Johnny Copeland- Fire Chief. A motion was made by Jim Smith, and seconded by Cameron Smith to approve the appointed department heads. All approved.
Mayor Smith appointed Kenneth Jay Delouche as magistrate of the mayor’s court. A motion was made by Scott Wylie and seconded by Jim Smith to approve the appointment of the magistrate. All approved.
A motion was made by Cameron Smith and seconded by Scott Wylie to adopt a resolution to appoint Cade Cole as a
personnel officer for the City of DeQuincy. All approved.
A motion was made by Jim Smith and seconded by Margaret Brown to adopt a resolution authorizing Mayor Smith to sign the agreement between CLHG-DeQuincy, LLC d/b/a DeQuincy Memorial Hospital and the DeQuincy Police Department regarding the transportation of mental health patients. All approved.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt a resolution authorizing Mayor Smith to hire a debt recovery company to collect the City of DeQuincy’s past-due debt. All approved.
A motion was made by Margaret Brown and seconded by Cameron Smith to adopt a resolution authorizing Mayor Smith to accept the quotes and approve the quote for the new city barn. This was awarded to H & H Metal. All approved.
A motion was made by Cameron Smith and seconded by Scott Wylie to adopt a resolution authorizing Mayor Smith to declare property as surplus and advertise for bids owned by the City of DeQuincy. All approved.
A public hearing was held on Ordinance # 986 to update the date of yearly rates and fees identified throughout the City Code of Ordinance. No input. Hearing closed.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt Ordinance # 986 to update the date of yearly rates and fees identified throughout the City Code of Ordinance. All approved.
A public hearing was held on Ordinance # 987 to add a policy for the use of public facilities/grounds. No input. Hearing closed.
A motion was made by Jim Smith and seconded by Scott Wylie to adopt Ordinance # 987 to add a policy for the use of public facilities/grounds. All approved.
A motion was made by Scott Wylie and seconded by Margaret Brown to introduce Ordinance # 988 and set a public hearing for April 14, 2025, to repeal Section 11-32, Definitions of Article ll Fair Housing of the City Ordinance code. All approved.
A motion was made by Cameron Smith and seconded by Jim Smith to introduce Ordinance # 989 and set a public hearing for April 14, 2025, to update and amend the General Zoning Ordinance, Sec 2 of the City Ordinance code. All approved.
A motion was made by Margaret Brown and seconded by Scott Wylie to introduce Ordinance # 990 and set a public hearing for April 14, 2025, to update and amend the General Zoning Ordinance, Sec 5A of the City Ordinance code. All approved.
A motion was made by Scott Wylie and seconded by Jim Smith to introduce Ordinance # 991 and set a public hearing for April 14, 2025, to amend Section 5-13, Fees, of the City Ordinance Code. All approved.
There being no further business, Scott Wylie made a motion to adjourn the meeting. The motion was seconded by Margaret Brown and carried.
