THE CITY council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Eddy Dahlquist, Cameron Smith, and Margaret Brown.
Council Member Eddy Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Margaret Brown to approve the March 11, 2024, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The financial report was in the file. As of March 31, 2024, the overall total revenue, actual year to date is $3,515,719.09 with the FYE 9/30/2024 budget being $6,650,200.00 and a remaining budget of $3,134,480.91. The total expenses, as of March 2024, actual year-to-date total is $2,886,256.31 with the FYE 9/30/2024 budget total expenses being $9,162,520.00 and the remaining budget of $6,276,263.69.
REPORT
Fire, Police, Code Enforcement, Public Works, and Sewer reports were in council files. There were no questions or comments from the council.

A motion was made by Scott Wylie to amend the agenda on item number 10 to correct the vin number on the 2001 GMC to read 1145 and to add 2008 GMC Acadia with vin # 0642 and seconded by Cameron Smith to approve the amended agenda for April 8, 2024 agenda. Without objection motion carried.

A motion was made by Margaret Brown and seconded by Cameron Smith to authorize Mayor Smith to act on behalf of the City of DeQuincy to consider and take appropriate action for Cooperative Endeavor Agreement with Calcasieu Parish Police Jury and the City of DeQuincy regarding the Summer Food Program. Without objection motion carried.
A motion was made by Margaret Brown and seconded by Cameron Smith to authorize Mayor Smith to sign any documents necessary to approve the reappointment of Lynne Treme and Darlene Hooker to serve as Commissioner of the Housing Authority for a term of 5 years. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to authorize Mayor Smith to sign any documents necessary to change our auditor firm to Kolder, Slaven and Co. LLC. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to start the process to abandon the alleyway in the Wasey Sub. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to approve a variance for Collin Honea to build a home at 1006 Anise Street that will not meet the setback requirements of the City Ordinance. This approval of the variance is given with the requirement that Mr. Honea get the approval from the neighbors on each side of his property stating they are aware of the variance for the setbacks. Once he has this in writing, the variance will be approved. Without objection motion carried.
A motion was made by Jim Smith and seconded by Scott Wylie to authorize Mayor Smith sign a resolution to declare the following vehicles to be surplus and sell to the highest bidder and if no bids then authorize city to sell for junk:

A Public Hearing for Ordinance # 963 addressing signs on streets inside the city limits. was held. No public Input and the hearing was closed.

signs on streets inside the city limits. Without objection motion carried.
A Public Hearing for Ordinance # 964, adding a ban on Jake Braking on streets inside city limits was held. No public input, and the hearing was closed.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt Ordinance # 964, adding a ban on Jake braking on streets inside city limits. Without objection motion carried.
The home on 211 Jackson Street has been torn down so no other action is required.
A motion was made by Margaret Brown and seconded by Cameron Smith to proceed to the next step of the condemnation process, which is to send condemnation to the Parish Inspector, on the structure located at 207 Jackson Street. Without objection motion carried.

There being no further business, Scott Wylie made a motion to adjourn the meeting. The motion was seconded by Jim Smith and carried.
