THE CITY council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Bobby Dahlquist, Cameron Smith, and Margaret Brown.
Council Member Bobby Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Scott Wylie to approve the July 8, 2024, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The financial report was in the file. As of July 31, 2024, the overall total revenue, actual year to date is $5,663,639.84 with the FYE 9/30/2024 budget being $6,650,200.00 and a remaining budget of $986,560.16. The total expenses, as of July 2024, actual year-to-date total is $4,754,140.33 with the FYE 9/30/2024 budget total expenses being $9,162,520.00 and the remaining budget of $4,408,379.67.
REPORT
Fire, Police, Code Enforcement, Public Works, and Sewer reports were in council files. There were no questions or comments from the council.

A motion was made by Jim Smith and seconded by Margaret Brown approving the August 12, 2024 agenda. Without objection motion carried.

Judge Clayton Davis addressed the council and told them that he is running for the Court of Appeals.
A motion was made by Jim Smith and seconded by Scott Wylie approving the 2024 liquor applications submitted by T’s Place at 408 W 4th Street. Without objection, the motion carried.
A motion was made by Jim Smith and seconded by Margaret Brown to give a 4-month extension of a variance for Adam Perkins to live in a travel trailers on his property at 506 Beech Street. Without objection motion carried.A motion was made by Cameron Smith and seconded by Jim Smith to adopt an updated resolution authorizing Mayor Smith to apply with the Calcasieu Parish Road and Drainage Trust fund for a grant to improve road and drainage on Airpark Drive. Without objection motion carried. A public hearing was held regarding the 2024 millage rates. There was no public input. Hearing closed. A motion was made by Scott Wylie and seconded by Jim Smith to adopt a resolution regarding the 2024 millage rates. Without objection motion carried. A Public Hearing for Ordinance # 966, to purchase property on William Still Road, was held. No public input.

A motion was made by Cameron Smith and seconded by Jim Smith to Introduce Ordinance # 969 and set a public hearing for September 9, 2024 to charge surcharge to all debit card transaction done with the City of DeQuincy. Without objection motion carried.
A motion was made by Jim Smith Smith and seconded by Margaret Brown to Introduce Ordinance # # 970 and set a public hearing for Sept 9,2024 to renew contract with Waste Management. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to Introduce Ordinance # 953B and set a public hearing for Sept 9,2024 amending the FYE 9/30/24 budget. Without objection motion carried.
A motion was made by Margaret Brown and seconded by Cameron Smith to Introduce Ordinance # 604 and set a public hearing for Sept 9,2024 amending Article II- Dangerous Structures. Sec 5-29-35. Without objection motion carried.
A motion was made by Jim Smith and seconded by Scott Wylie to proceed to the next step of the condemnation process, which is to send condemnation to the Parish Inspector, on the structure located at 802 Smith Street. Without objection motion carried.
A motion was made by Jim Smith and seconded by Scott Wylie to proceed to the next step of the condemnation process, which is to send condemnation to the Parish Inspector, on the structure located at 301 Hall Street. Without objection motion carried.
A motion was made by Jim Smith and seconded by Margaret Brown to proceed to the next step of the condemnation process, which is to send condemnation to the Parish Inspector, on the structure located at 116 Brantley Street. Without objection motion carried.
There being no further business, Margaret Brown made a motion to adjourn the meeting. The motion was seconded by Jim Smith and carried.
