THE CITY council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Eddy Dahlquist, Cameron Smith, and Margaret Brown.
Council Member Eddy Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Scott Wylie to approve the June 10, 2024, regular meeting minutes. Without objection, the motion was carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to approve the June 25, 2024, special meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The financial report was in the file. As of June 30, 2024, the overall total revenue, actual year to date is $5,236,769.68 with the FYE 9/30/2024 budget being $6,650,200.00 and a remaining budget of $1,413,430.32. The total expenses, as of June 2024, actual year-to-date total is $4,329,476.51 with the FYE 9/30/2024 budget total expenses being $9,162,520.00 and the remaining budget of $4,833,043.49.

Fire, Police, Code Enforcement, Public Works, and Sewer reports were in council files. There were no questions or comments from the council.

A motion was made by Jim Smith and seconded by Margaret Brown approving the July 8, 2024 agenda. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to allow Mayor Smith to appoint Mark Judson as DeQuincy City Judge. Without objection, the motion was carried.

A motion was made by Margaret Brown and seconded by Cameron Smith to give a 3-month extension of a variance for Venessa Thomas/Dexter Thomas to live in two travel trailers on their property at 1110 Allen Street. Without objection motion carried.
Discussion for abandonment of an alleyway in Wasey Subdivision is that the City of DeQuincy is not finding ownership of the alleyway.
A motion was made by Scott Wylie and seconded by Margaret Brown to adopt a Resolution in support of the Life House application to the Federal Home Loan Bank of Dallas, TX affordable Housing Program. Without objection motion carried.
A motion was made by Jim Smith and seconded by Scott Wylie to adopt a resolution authorizing Mayor Smith to apply with the Calcasieu Parish Road and Drainage Trust fund for a grant to improve road and drainage on Airpark Drive. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to Introduce Ordinance # 966 and set a public hearing for August 12, 2024 to purchase property on William Still Road, subject to a clear title. Without objection motion carried
A motion was made by Jim Smith and seconded by Scott Wylie to introduce an Introduce Ordinance # 967and set a public hearing for August 12, 2024 to amend Article II Municipal Gas, Sec 16-28. Without objection motion carried
A Public hearing on Ordinance No 968, the proposed budget of expenditures for the FYE 9/30/25. No public input and the hearing was closed.
A motion was made by Margaret Brown and seconded by Cameron Smith to adopt Ordinance No 968, the proposed budget of expenditures for the FYE 9/30/25. Without objection motion carried.
A motion was made by Cameron Smith and seconded by Scott Wylie to begin the condemnation process on the structure located at 802 Smith Street.Without objection motion carried.
A motion was made by Jim Smith and seconded by Margaret Brown to begin the condemnation process on the structure located at 301 Hall Street.Without objection motion carried.
A motion was made by Jim Smith and seconded by Scott Wylie to begin the condemnation process on the structure located at 116 Brantley Street.Without objection motion carried.
A motion was made by Margaret Brown and seconded by Scott Wylie to postpone the to the final step of condemnation on the structure located at 207 Jackson Street for 4 months. If significant improvements have not been made after the 4 months, the final step will be completed. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to proceed to the final step of condemnation on the structure located at 205 Jackson Street. Without objection motion carried.
A motion was made by Margaret Brown and seconded by Jim Smith to postpone the to the final step of condemnation on the structure located at 103 Grand Ave for 4 months. If significant improvements have not been made after the 4 months, the final step will be completed. Without objection motion carried.
A motion was made by Jim Smith and seconded by Scott Wylie to proceed to the final step of condemnation on the structure located at 103 Edgewood Street. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to proceed to the final step of condemnation on the structure located at 107 Edgewood Street. Without objection motion carried.
A motion was made by Margaret Brown and seconded by Scott Wylie to proceed to the final step of condemnation on the structure located at 1114 Truth Street. Without objection motion carried.
There being no further business, Scott Wylie made a motion to adjourn the meeting. The motion was seconded by Margaret Brown and carried.
