THE CITY council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Cameron Smith, Margaret Brown Eddy Dahlquist, Jim Smith, and Scott Wylie. Absent: None.
Council Member Eddy Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Scott Wylie and seconded by Jim Smtih to approve the November 13, 2023, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
Valecia Royer read the financial report. As of October 31, 2023, the overall total revenue, actual year to date is $360,958.82 with the FYE 9/30/2024 budget being $6,650,200.00 and a remaining budget of $6,289,241.18. The total expenses, as of October 2023, actual year-to-date total is $494,100.50 with the FYE 9/30/2024 budget total expenses being $9,162,520.00 and the remaining budget of $8,668,419.50. There were no questions or comments from the council.
CITY REPORT
Fire, Police, Code Enforcement, Public Works, and Sewer reports were in council files. There were no questions or comments from the council.
Mayor Smith gave the city report.
? The Fall Festival had a great turnout. Thanked city employees and council for helping out.
? Two police officers will graduate from the academy.
? Sherri Breaux and Kyle Rainwater both attended classes this month.
? Two police cars should be delivered soon.
? Douglas Lift station and Hayes Street Project are both complete.
? Kyle Rainwater was appointed to the Board of Directors at Chennault Air Show.
? Retired employee W.F. Berry passed away. Vickie LeJeune’s husband passed away.
? December 1, 2023, 5:30 pm City will host a tree lighting at the pocket park. Please join us.
? December 2,2023 Christmas parade and Farmers Market.
? December 12, 2023 Holiday Train will be here.
A motion was made by Scott Wylie and seconded by Jim Smith to approve the November 13, 2023 agenda. Without objection motion carried.
Public Input

Dillion King addressed the council about issues with the DeQuincy police department.
Items on the agenda:
Kevin with SWLA Contractors and Development LLC spoke about the new proposed subdivision.
A motion was made by Cameron Smith and seconded by Margaret Brown to approve a variance for Ronnie Carroll to move a mobile on Velmer St. Ronnie will also be allowed to stay in his camper on Velmer St. while the home is being moved onto the property. All approved
A motion was made by Jim Smith and seconded by Margaret Brown to adopt a resolution to execute Act 39. All approved.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt a resolution to execute an agreement with The Pentecostal Church of DeQuincy in regard to crosswalks on North Perkins Street. All approved.
A motion was made by Jim Smith and seconded by Scott Wylie to deny the proposed subdivision at the corner of North Overton and Smith Street. All approved to deny. The council will meet with the owner to get more information.
A motion was made by Jim Smith and seconded by Scott Wylie to approve a lease agreement for the City property. All approved.
A motion was made by Margaret Brown and seconded by Cameron Smith to introduce and set a public hearing for December 11, 2023, for ordinance # 887 Permits and Fees, and 925 Civil Penalties. All approved.
A motion was made by Margaret Brown and seconded by Scott Wylie to introduce and set a public hearing for December 11, 2023, for ordinance # 924 Weeds and Offensive Accumulations. All approved
There being no further business, Margaret Brown made a motion to adjourn the meeting. The motion was seconded by Cameron Smith and carried.
