THE CITY council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Cameron Smith, Margaret Brown Eddy Dahlquist, Jim Smith, and Scott Wylie. Absent: None.
Council Member Eddy Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Scott Wylie to approve the September 11, 2023, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
Valecia Royer read the financial report. As of September 30, 2023, the overall total revenue, actual year to date is $5,678,568.92 with the FYE 9/30/2023 budget being $6,527,710.00 and a remaining budget of $849,141.08. The total expenses, as of September 2023, actual year to date total is $5,612,301.72 with the FYE 9/30/2023 budget total expenses being $8,672,570.00, and the remaining budget of $3,060,268.28. There were no questions or comments from the council.
CITY REPORT
Fire, Police, Code Enforcement, Public Works, and Sewer reports were in the council file. There were no questions or comments from the council.
Mayor Smith gave the city report.
Reported Railroad Museum repairs will begin this month.
The Railroad Museum 100th Celebration and Farmers Market were both well attended.
Trash bash to be held October 21, 2023.
Homecoming pep rally to be held on October 12, 2023, and parade to be held October 13,
2023 @ 3 pm.
Two new police cars have arrived.
A motion was made by Scott Wylie and seconded by Margaret Brown to approve the October 9, 2023 agenda. Without objection motion carried.

Vance Perkins thanked the City for all the help with the Celebration of the 100th Celebration of the Railroad Museum.
DeAndre Mallett asked the council to address issues with the lots next to his home on Truth Street. Also, his sewer is still backing up. The Public Works supervisor addressed this issue.

A public hearing was held regarding the condemnation of the structure located at 609 Center Street. City Clerk has sent letters but there has been no response from the homeowner. The city attorney said we can proceed to the next step of condemnation. No other input, the hearing was closed.
A motion was made by Jim Smith and seconded by Cameron Smith to approve the 2023 liquor applications submitted by Family Dollars Stores of Louisiana, LLC dba Family Dollar # 20799. Without objection, the motion was carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to adopt a resolution to authorize the Mayor to execute an Agreement with the Louisiana Department of Transportation and Development (LA DOTD) for improvements at the DeQuincy Industrial Airpark. Without objection, the motion was carried.
A motion was made by Margaret Brown and seconded by Scott Wylie to adopt a resolution to authorize the Mayor to accept the DeQuincy Industrial Airpark’s Capital Improvement Plan for 2024-2028. Without objection, the motion was carried.
A motion was made by Cameron Smith and seconded by Jim Smith to adopt a resolution authorizing the Mayor to act on behalf of the City of DeQuincy in all matters pertaining to the project for a
Cooperative Endeavor Agreement between the Ward 4 Marshal’s Office and the City of DeQuincy for the sale of the 2020 Chevy Pickup with vin # ending 4318. Without objection, the motion was carried.
A public hearing was held regarding the adoption of Ordinance # 941-B amending the FYE 9/30/22 budget. No public input and the hearing was closed.
A motion was made by Margaret Brown and seconded by Scott Wylie to adopt Ordinance # 941-B amending the FYE 9/30/22 budget. Without objection, the motion was carried.
A public hearing was held regarding the adoption of an ordinance amending Ordinance # 958 amending Article Il of Chapter 5, SEC 5-29, and adding SEC 5-36 of the Code of Ordinance of the City of DeQuincy- Condemnation, demolition, and removal and Blighted and abandoned properties prohibited. No public input and the hearing was closed.
A motion was made by Margaret Brown and seconded by Scott Wylie to adopt an ordinance amending Ordinance # 958 amending Article Il of Chapter 5, SEC 5-29, and adding SEC 5-36 of the Code of Ordinance of the City of DeQuincy- Condemnation, demolition, and removal and Blighted and abandoned properties prohibited. Without objection, the motion was carried.
A public hearing was held regarding the adoption of an ordinance amending Ordinance # 959 amending Appendix A SEC of the Code of Ordinance of the City of DeQuincy- General Zoning Ordinance. No public input and the hearing was closed.
A motion was made by Jim Smith and seconded by Margaret Brown to adopt an ordinance amending # 959 amending Appendix A SEC of the Code of Ordinance of the City of DeQuincy- General Zoning Ordinance. Without objection, the motion was carried.
Scott Wylie made a motion to adjourn, and Margaret Brown seconded the motion.
