The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Cameron Smith, Margaret Brown Eddy Dahlquist, Jim Smith, and Scott Wylie. Absent: None.
Council Member Eddy Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Cameron Smtih to approve the July 10, 2023 regular meeting minutes. Without objection, the motion was carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to approve the July 20,2023 special meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
Valecia Royer read the financial report. As of July 31, 2023, the overall total revenue, actual year to date is $5,002,350.96 with the FYE 9/30/2023 budget being $6,527,710.00 and a remaining budget of $1,525,359.04. The total expenses, as of July 2023, actual year to date total is $4,545,297.88 with the FYE 9/30/2023 budget total expenses being $8,672,570.00, and the remaining budget of $4,127,272.12. There were no questions or comments from the council.
FIRE REPORT
The fire report from Fire Chief Johnny Copeland was in the council’s file. There were 7calls for July 2023. There were no comments or questions from the council.
POLICE REPORT
The police report from Chief Roy Williams was in the council’s file. There were 16 arrests, 216 complaints filed, and 128 violations. The fines and bonds collected for the month of July totaled approximately $29,603.11. There were 54 calls for service in District 1, 40 in District 2, 46 in District 3 and 61 in District 4. There were no comments or questions from the council.
CODE ENFORCEMENT REPORT
The code enforcement report from Mr. Carroll was in the council’s file. There were no questions or comments from the council.
PUBLIC WORKS REPORT
The public works report from Hank Frazier, for the street department, gas department and sewer department were in the council’s file. It was as shown below and there were no questions or comments from the council.

? Killed gas service at 728 Douglas Road
? Repaired gas leak on Barrow Road
? Repaired gas riser on 305 Herford Street
? Killed gas services at 603 Beech Street
? Killed gas line at Hayes Street
Street:
? Patched potholes in all districts
? Installed culvert on North Perkins Street
? Cleaned ditch and debris on South Boone Street
Sewer:
? Relocated sewer main on Hayes Street
? Replaced 30’ sewer main on Gill Street
? Finished up the UV System at wastewater plant
CITY REPORT
Mayor Smith gave the city report.
? Second Harvest Mobile Food Market that was held, Saturday July 15th was well attended and hopes to come back to DeQuincy.
? Painting will begin soon on the Railroad Museum.
? Hayes Street Drainage project is ready to begin.
? Six police cars have been acquired and are at Louisiana Radio having equipment installed.
? DOTD has been contacted about the dump trucks and our roads. They will send out inspectors and see what can be done.
? Tuesday, October 31,2023, will be the National Night out/Fall Festival held at the walking path.
A motion was made by Cameron Smith and seconded by Margaret Brown to approve the August 14, 2023 agenda. Without objection motion carried.
Public Input
Items not on the agenda:
Billy Clifton spoke about a church that was located in his neighborhood that is falling down and asked if the Council could do anything about it. Councilman, Cameron Smith stated he is working on it already.
Elizabeth Carson spoke about a new program available called The Anchor Discipleship.

Mayor Smith to acknowledge Sandy Treme with a plaque for her years of service. Former Mayor Lawrence Henagan read some of Sandy’s accomplishments during her 28 years of service. She was thanked for her love and help to the City of DeQuincy.
A motion was made by Jim Smith and seconded by Scott Wylie to approve a 6 moth of variance for Adam Perkins to live in a travel trailer on his property at 506 Beech Street while his home is torn down. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith, and Scott Wylie. Nays: None. Absent: None. Abstain: None
Proceeding to the final step of condemnation on the structure located at 304 E. Harrison Street was
tabled for 3 months to give the homeowner time for them to tear the home down. Once 3 months are
up, if the home is not torn down the process will resume in the final step of condemnation.
A motion was made by Jim Smith and seconded by Margaret Brown to proceed to the next step of the condemnation process, which is to send condemnation to Parish Inspector, on the structure located at 609 E Center Street.Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith, and Scott Wylie. Nays: A public hearing regarding the condemnation of the structure located at 304 E. Harrison Street was
tabled for 3 months. Once 3 months are up, if the home is not torn down the process will resume in the
public hearing step of condemnation.
A Public hearing was held giving approval and to set levels for the mayor to sign and enter into contracts and purchases up to an amount set by this ordinance. There was no public input. Hearing closed.

Nays: None. Absent: None. Abstain: None.
A motion was made by Jim Smith and seconded by Cameron Smith to introduce an ordinance and set a public hearing for September 11, 2023 regarding amending our personnel policy ordinance. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith, and Scott Wylie. Nays: None. Absent: None. Abstain: None.
A motion was made by Margaret Brown and seconded by Scott Wylie to introduce an ordinance and set
a public hearing for September 11, 2023 regarding adopting drainage requirements. Motion carried as
follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith, and Scott Wylie. Nays:
None. Absent: None. Abstain: None.
Introduce an Ordinance and set a public hearing regarding setbacks on property was tabled until
September 11,2023 meeting.
A motion was made by Jim Smith and seconded by Margaret Brown to introduce an ordinance and set a public hearing for September 11, 2023 regarding to repeal and replace the Subdivision requirements.

A motion was made by Margaret Brown and seconded by Cameron Smith to introduce an ordinance and set a public hearing for September 11, 2023 regarding amending charges and interest payable for weeds and offensive accumulations. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith, and Scott Wylie. Nays: None. Absent: None. Abstain: None
A motion was made by Jim Smith and seconded by Margaret Brown to authorize Mayor Smith to sign the Work Authorization with ICE for the Airfield Pavement Sealcoat Phase II that is 100% funded. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith, and Scott Wylie.

Margaret Brown made a motion to adjourn, and Cameron Smith seconded the motion.
