THE CITY council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Cameron Smith, Margaret Brown Eddy Dahlquist, Jim Smith and Scott Wylie. Absent: None.
Council Member Eddy Dahlquist called the meeting to order at 6:00 p.m. Mayor Smith gave the invocation, and Jim Smith led the pledge of allegiance.
A motion was made by Scott Wylie and seconded by Jim Smith to approve the January 9, 2023 regular meeting minutes. Without objection, the motion carried.
FINANCIAL REPORT
Valecia Royer read the financial report. As of January 31, 2023, the overall total revenue, actual year to date is $1,950,985.21 with the FYE 9/30/2022 budget being $6,527,710.00 and a remaining budget of $4,576,724.79 The total expenses, as of January 31,2023, actual year to date total is $1,776,738.33 with the FYE 9/30/2022 budget total expenses being $8,672,570.00, and the remaining budget of $6,895,831.67. There were no questions or comments from the council.
FIRE REPORT
The fire report from Fire Chief Johnny Copeland was in the council’s file. There were seven (7) calls for January 2023. There were no comments or questions from the council.
POLICE REPORT
The police report from Chief Roy Williams was in the council’s file. There were 22 arrests, 169 complaints filed, and 138 violations. The fines and bonds collected for the month of January totaled approximately $29,595.71. There were 56 calls for service in District 1, 31 in District 2, 26 in District 3 and 32 in District 4. There were no comments or questions from the council.
CODE ENFORCEMENT REPORT
The code enforcement report from Mr. Carroll was in the council’s file. There were no questions or comments from the council.
PUBLIC WORKS REPORT
The public works report from Hank Frazier, for the street department, gas department and sewer department was in the council’s file. It was as shown below and there were no questions or comments from the council.

CITY REPORT
Mayor Smith reported he along with some city council attend LMA and they got some good information. He told about the weekly call to FEMA and that the city is trying hard to get projects completed and the Railroad Museum was top priority.
A motion was made by Margaret Smith and seconded by Cameron Smith to approve the February 13, 2023 agenda. Without objection motion carried.

A motion was made by Jim Smith and seconded by Scott Wylie to approve the variance requested by F.B. Whitman for a variance to purchase a mobile home that was slightly smaller than the city ordinance requires . Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith and Scott Wylie. Nays: None. Absent. None. Abstain: None.
A motion was made by Margaret Brown and seconded by Cameron Smith to proceed to the next step of the condemnation process on the structure located at 1001 Richard Allen Street. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith and Scott Wylie. Nays: None. Absent: None. Abstain: None.
A public hearing was held regarding changing the time of our city council meeting from 6:00p.m. to 5:30 p.m. Mayor Smith and Jim Smith spoke people had reached out to them about the time change to go earlier. There was no other public comment.
A motion was made by Jim Smith and seconded by Scott Wylie to adopt an ordinance to change the time of our city council meeting from 6:00p.m. to 5:30 p.m. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith and Scott Wylie. Nays: None: Absent: None. Abstain: None.
A public hearing was held regarding setting fees for public records request. City Clerk explained. There was no other public comment.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt an ordinance to set fees for public records request. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith and Scott Wylie. Nays: None: Absent: None. Abstain: None.
A motion was made by Scott Wylie and seconded by Cameron Smith to adopt a Resolution informing the Louisiana DEQ that the city will continue maintaining our wastewater treatment plant and continue required analytical analysis in accordance with current LDEQ permit, including monthly monitoring of influent CBOD. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith and Scott Wylie. Nays: None: Absent: None. Abstain: None.
A motion was made by Jim Smith and seconded by Scott Wylie to authorize Mayor Smith to sign the First Amendment to Option Site Ground Lease Agreement and First Amendment to Memorandum of Agreement with Branch Towers III, LLC. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith and Scott Wylie. Nays: None: Absent: None. Abstain: None.
A motion was made by Jim Smith and seconded by Margaret Brown to ratify the signature of Mayor Smith on the Professional Services Agreement with Meyer & Associates for engineering services for the City of DeQuincy. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith and Scott Wylie. Nays: None: Absent: None. Abstain: None.
A motion was made by Scott Wylie and seconded by Cameron Smith to begin condemnation process on structure located at 522 Beech Street. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith and Scott Wylie. Nays: None: Absent: None. Abstain: None.
Jim Smith spoke to the homeowner’s brother about the house at 110 Self Street. He advised the city will need to demolish the house.
A motion was made by Jim Smith and seconded by Margaret Brown to demolish the house at 110 Self Street. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith and Scott Wylie. Nays: None: Absent: None. Abstain: None.
A motion was made by Cameron Smith and seconded by Margaret Brown to approve the City of DeQuincy Utilities Language Access Plan. Motion carried as follows: Yeas: Cameron Smith, Margaret Brown, Eddy Dahlquist, Jim Smith and Scott Wylie. Nays: None: Absent: None. Abstain: None.
