CITY COUNCIL
July 11, 2022
DeQuincy, LA
The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Margaret Brown, Judy Landry, Denise Maddox, Ronda Jacobs, and Mark Peloquin. Absent: None.
Council Chairman Denise Maddox called the meeting to order at 6:00 p.m. Doug Cox gave the invocation and Ronda Jacobs led the pledge of allegiance.
Motion was made by Mark Peloquin and seconded by Judy Landry to approve the June 7, 2022, special meeting minutes. Without objection, the motion carried.
Motion was made by Mark Peloquin and seconded by Margaret Brown to approve the June 13, 2022 regular meeting minutes. Without objection, the motion carried.
FINANCIAL REPORT
Valecia Royer read the financial report. As of June 30, 2022, the overall total revenue, actual year to date is $4,683,404.24 with the FYE 9/30/2022 budget being $4,521,710.00 and a remaining budget of ($161,694.24). The total expenses, as of June 30, 2022, actual year to date totals are $3,857,626.28, with the FYE 9/30/2022 budget total expenses being $6,166,670.00, and the remaining budget of $2,309,043.72.
FIRE REPORT
Fire Chief Johnny Copeland was on a call and Councilman Mark Peloquin read the fire report. There were six (6) calls for June 2022.
POLICE REPORT
Police Chief Casey Whitehead was on a call and Councilman Ronda Jacobs read the police report. There were 323 violations, 21 arrests, 220 complaints filed, and 151 warnings given. The fines and bonds collected for the month of June totaled approximately $37,284.01. There were 58 calls for service in District 1, 24 in District 2, 54 in District 3 and 60 in District 4. The PD Officers patrolled approx. 5802 miles during the month of June 2022.
CODE ENFORCEMENT REPORT
Mr. Carroll gave the council a brief run down on all the violations issued in June 2022. A copy of his report was furnished to the council.
PUBLIC WORKS REPORT
Hank Frazier was absent and there was no public works report given.
CITY REPORT
Mayor Smith was also absent (he, Hank Frazier, Fire Chief Copeland, and Chief Whitehead
were all on a locate and rescue call on a local senior citizen) Kim Rainwater gave the City Report.
? Celebrate America will be held Tuesday, July 12 at the Veterans Memorial.
? The DeQuincy Chamber and Lake Charles Chamber will be holding a third business class this Thursday, July 14 at 6 PM at the Heritage Hotel
? The DeQuincy Railroad Museum has ordered the material for new windows, and we are on the list to have those put in. We should be going out or bids on the museum in the near future.
A motion was made by Mark Peloquin and seconded by Ronda Jacobs to approve the July 11, 2022 agenda. Without objection, the motion carried.

A public hearing was held regarding the 2022 millage rates. There were no comments.

A motion was made by Mark Peloquin and seconded by Judy Landry to table the discussion on the request for a variance to the mobile home ordinance by Humberto Deleon and to schedule a special council meeting for Monday, July 18, 2022 at 4:45 pm. Motion carried as follows: Yeas: Margaret Brown, Judy Landry, Denise Maddox, Ronda Jacobs, and Mark Peloquin. Nays: None. Absent: None. Abstain: None.

Motion carried as follows: Yeas: Margaret Brown, Judy Landry, Denise Maddox, Ronda Jacobs, and Mark Peloquin. Nays: None. Absent: None. Abstain: None.

A motion was made by Mark Peloquin and seconded by Ronda Jacobs to authorize Mayor Smith to go out for bids on the following surplus vehicles and sell to the highest bidder. If no bids, they authorize city to sell for junk.

A public hearing was held regarding the adoption of ordinance no. 874 regarding the sale of alcoholic beverages, packaged to take out only, at a retail business located at 702 W. Fourth street, which is located within 300-foot distance from a public school. There was no public comment.

A public hearing was held to adopt an ordinance amending Ordinance No. 874 to allow the selling of any alcoholic beverage directly to any person 21 years old or older, while in, on or otherwise occupying any automobile or other motor vehicle with stipulations set forth by the council. A motion was made by Ronda Jacobs and seconded by Mark Peloquin to authorize Mayor Smith to enter into a Cooperative Endeavor Agreement with the Calcasieu Parish Police Jury, on behalf of the Calcasieu Public Library System and the City of DeQuincy, to allow the library, at no cost, access, and use of space at the DeQuincy Railroad Museum. COUNCIL CONCERNS:
Ronda Jacobs is working with Code Enforcer on condemnations.
Mark Peloquin thanked the city for getting the alleys in his district mowed.
Judy Landry has no concerns but mentioned the city is doing an excellent job cleaning up.
Margaret Brown is also working with Code enforcer on condemnations and lot cleanup.
Denise Maddox gave the addresses of two homes that needed garbage cans delivered, gave an address on Smith Street that Code Enforcer needs to send a letter on, voiced her concern about two dead trees close to ditch on Smith and Overton that need to be cut done and had a question on the May budget report.
Ronda Jacobs made a motion to adjourn, and Margaret Brown seconded the motion.
