CITY COUNCIL
March 9, 2020
The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Judy Landry, Mark Peloquin, Denise Maddox and Ronda Jacobs. Absent: Daisy Cole.
Council Chairman Mark Peloquin called the meeting to order at 6:00 p.m. Mayor Smith gave the invocation and Ronda Jacobs led the pledge of allegiance.
Motion was made by Denise Maddox and seconded by Judy Landry to approve the February 10, 2020 regular session minutes. Without objection, the motion carried.
FINANCIAL REPORT
Valecia Royer read the financial report. As of February 29, 2020, the overall total revenue, the actual year to date is $2,226,213.10 with the FYE 9/30/2020 budget being $4,366,100.00 and a remaining budget of $2,139,886.90. The total expenses, as of February 29, 2020, actual year to date totals are $2,023,707.06, with the FYE 9/30/2019 budget total expenses being $5,380,920.00, and the remaining budget of $3,357,212.94.
FIRE REPORT
Fire Chief Johnny Copeland read the fire report for February. The Fire Department had two (2) calls for February 2020.
POLICE REPORT
Assistant Police Chief Roy Williams gave the police report. There were 157 tickets issued in January 2020, 41 arrests in February, 265 complaints filed in February, and 210 warnings issued in February. The fines and bonds collected for the month of February totaled $28,144.00. The number of calls for service in District 1 was 57, the number of calls in District 2 was 40, the number of calls for service in District 3 was 59, and the number of calls for District 4 was 58. The DeQuincy PD assisted or backed up the CPSO out of the city limits on 50 calls and the BPSO on 0 calls.
PUBLIC WORKS REPORT
Eddy Dahlquist gave the public works report. The crew installed two (2) driveway culverts and patched a few pot holes. The new street signs were delivered and the crew will be installing them this week. They will also be working on the ball fields, weather permitting.
SEWER PLANT REPORT
Hank Frazier gave the sewer plant report. They had a sewer job at 304 2nd Street where they replaced part of the main and service line. They also fixed a sewer line at 302 Anise Street by replacing part of the service line and main. They were able to finally complete a job on Knapp Street which they had been working on for over a year. It was a joint project by us and the Parish that was worked on in stages, as weather permitted, but is finally complete. The lift station on Hwy. 27 was worked on and it looks like it will be needing new pumps installed there soon. At the request of DEQ, the city purchased a new sampler machine for the Plant.
CITY REPORT GIVEN BY MAYOR SMITH
It looks like the State has started back on Hwy. 12 so hopefully they will be getting that project finished soon.
The playground equipment in the park by the Railroad Museum is being taken up and the new equipment put in hopefully by the Railroad Festival.
Ronda Jacobs asked if the state will be repairing the intersection at Hwy. 12 and 27 and Mayor Smith assured her they would be. Denise Maddox questioned the state crew was not leaving a gap between the pavement and the side of the road. There was usually a gap left for drainage.
Denise Maddox made a motion to approve the March 9, 2020 agenda and Ronda Jacobs seconded the motion. Without objection, the motion carried.

Seymour Pullam advised the City Council that he is now the President of the Grand Avenue Community Center Association. He also mentioned that on February 8, 2020 and February 14, 2020 he had called the DeQuincy Police Department and reported people riding ATV’s on the property behind the Grand Avenue Gym, tearing up the ground. He received no response.
Alma Brown announced the Grand Opening for Senator Mike Reese’s DeQuincy Office would be Friday, March 13, from 10:00 a.m. until 11:00 a.m. Everyone is invited.

Mark Hebert did not appear to speak on the 2020 Census. A motion was made by Denise Maddox and seconded by Judy Landry to table this matter. Motion carried as follows: Yeas: Judy Landry, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Daisy Cole. Abstain: None.
Alma Brown, President of the Town Hall Museum, along with Josh Foster and Barry King with King Architects, made a presentation setting forth their plans to renovate the Town Hall Museum and resurrect the first Law Enforcement Museum in the State. There will also be an event center located in the new renovations. Denise Maddox praised Mrs. Brown and all of the Town Hall Museum Committee for all of the work they have put in to fundraising and renovating for the Town Hall Museum.
A motion was made by Denise Maddox and seconded by Judy Landry to allow the Town Hall Museum Board to continue with obtaining funding for renovations to the Town Hall Museum.
A public hearing was held regarding adopting an ordinance amending the FYE 9/30/2019 budget. There were no public comments.

A public hearing was held regarding the sale of city property located at 211 N. Pine Street to Louisiana Insulation Services, L.L.C. Mayor Smith suggested the first right of refusal clause be taken out of the ordinance to prevent any possible problems if the purchase of the property was financed. City Attorney, Douglas Cox, concurred.
A motion was made by Daisy Cole and seconded by Judy Landry to adopt an ordinance selling property and building located at 211 N. Pine Street to Louisiana Insulation Services, LLC. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Ronda Jacobs and seconded by Ronda Jacobs to accept the following bids on surplus machines and vehicles: Pipe Bender Machine Accept bid of $1,500.00 from L. J. Duhon; 2003 Blue Ford Pickup (6701) No bid submitted take vehicle to salvage yard; 1999 Chevrolet ? ton truck w/ utility bed (2986) No bid submitted take vehicle to salvage yard; 2002 Blue Ford Pickup (4736) Accept bid of $600.00, from Melton Barks; 2006 Dodge Durango (6266), No bid submitted, take vehicle to salvage yard, 2008 Ford Crown Vic (5357), Accept bid of $600.00, from Cody Goins.

A motion was made by Judy Landry and seconded by Denise Maddox to move forward with the condemnation of the structure at 208 Kelly Street. Motion carried as follows: Yeas: Judy Landry, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Daisy Cole. Abstain: None.
A motion was made by Denise Maddox and seconded by Judy Landry to table the public hearing and adoption of an ordinance amending the current mobile home ordinance. The council wants the mobile home committee to meet one more time before finalizing the ordinance. Motion carried as follows: Yeas: Judy Landry, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Daisy Cole. Abstain: None.
COUNCIL CONCERNS:
Ronda Jacobs asked that the city crew clean up the fence line at the old Thompson field.
Denise Maddox had no concerns this month.
Judy Landry had no concerns this month.
Mark Peloquin asked about the street overlay project. The Mayor explained he was waiting on a list of priority streets from the council members, then he would give to Byron at Meyer and Associates. Mr. Peloquin also complemented on the Railroad Museum Park progress and asked if we could work on all of the miscellaneous signs, such as garage sales, mattress sales, etc., put up on the ride of ways around town.
Denise Maddox made a motion to adjourn and Judy Landry seconded the motion.
