Amended items to the Agenda:
Item 13- Road and Drainage Trust Fund Application. A motion was made and seconded to approve the Road and Drainage Trust Fund Application. Roll Call Vote: All members voted Motion carried.
Item 14- Discussion of Cooperative Endeavor Agreement. Discussion was held regarding the proposed Cooperative Endeavor Agreement between the Calcasieu Parish Police Jury (CPPJ), the Town of Vinton (TOV), and the Port of Vinton. Roll Call Vote: All members voted Motion carried. No action was taken.
Item 15- 2026 Calcasieu Parish Multi-Jurisdictional Hazard Mitigation Plan A motion was made and seconded to adopt the 2026 Calcasieu Parish Multi-Jurisdictional Hazard Mitigation Plan. Roll Call Vote: All members voted. Motion carried.
Item 18- Recognition of Jason Tharpe. Chief Spell recognized Jason Tharpe for his lifesaving actions and presented him with a Life Saving Award. All members voted. Motion carried

6. Approval of Minutes
A motion was made by Council Member Loyd, seconded by Council Member Starring, to approve the minutes of the Regular Meeting held on June 16, 2026.Motion carried
7. Approval of Payment Bills -June 2026
A motion was made by Council Member Starring, seconded by Council Member Wright, to approve payment of the June 2026 bills. Motion carried
8. Development Opportunities -Allen Barker
Mr. Allen Barker addressed the Council regarding development opportunities within the
Town of Vinton. No action was taken.
9. Scope of Work/ Move Forward- UC EA with SWLA Regional Planning Commission The Mayor presented the proposed Scope of Work under the Intergovernmental Joint
Cooperative Endeavor Agreement and sign (IJCEA) with the SWLA Regional Planning
Commission for the preparation of a comprehensive land use plan and zoning districts.
A motion was made by Council Member Stanley, seconded by Council Member Conner, to approve the Scope of Work and authorize the mayor to execute the Agreement. Motion carried by a vote of. YEAS: Conner, Loyd, Stanley, Wright NAYS: Starring ABSENT: None Vote passes. Vote to move forward with progress YEAS: Conner, Loyd, Stanley, Wright

10. Introduction of Ordinance No. 2026-533- Fireworks Ordinance
Mayor Bahnsen introduced Ordinance No. 2026-533, an ordinance adding Section 17-1 relative to fireworks to the Code of Ordinances of the Town of Vinton, providing requirements and restrictions for the sale and use of fireworks. A motion was made by Council Member Stanley, seconded by Council Member Loyd to introduce Ordinance No. 2026-533.Motion carried
11. RESOLUTION NO. 2026-19
Street Overlay Capital Improvement Project (Meyers)
The Council considered a resolution approving the Street Overlay Capital Improvement Project. A motion was made by Council Member Loyd, seconded by Council Member Starring, to adopt. Motion carried YEAS :5 NAYS:0 ABSENT:0
12. Declare Ten Black Chairs as Surplus
The Council considered declaring ten black chairs as surplus property to be disposed of as provided by law. Discussion was had and will be made publication for the public next meeting on August 18th2026
13. RESOLUTION NO. 202.6-20
A resolution for the Town Council authorizing the Town of Vinton to commit to cover all costs in excess of the Calcasieu Parish Police Jury Road and Drainage Trust Fund grant funding, including a minimum of twenty percent (20%) or $53,800.00 of the total project cost, for the 2026 Drainage Improvements Project. A motion was made by Council Member Conner seconded by Council Member Stanley, to approve the Road & Drainage Trust Fund Application. Motion carried

14. Cooperative Endeavor Agreement – CPPJ, Town of Vinton & Port of Vinton
The Council considered and discussed a Cooperative Endeavor Agreement between the Calcasieu Parish Police Jury, the Town of Vinton, and the Port of Vinton. No action was taken at this time.
15. RESOLUTION NO. 2026-18
ARESOLUTION APPROVING_Calcasieu Parish Multi-Jurisdictional Hazard Mitigation Plan The Council considered adoption of the 2026 Calcasieu Parish MultiJurisdictional Hazard Mitigation Plan. A motion was made by Council Member Loyd seconded by Council Member Wright, to adopt. Motion carried.

16. Public Works Report
Mr. Terry Vice was not present at the meeting. Public Works Report was given to all Council.
17. Fire & Civil Defense Report
Chief Chris Vice was not presented but the Fire and Civil Defense Report given to Council.
18. Police Report/Life Saving Presentation
Chief Scott Spell presented the Police Department Report. Jason Tharpe gave a Life Saving Presentation. Chief Spell also updated the Council on Code Enforcement for the town.
19. Attorney Report/Updates
Town Attorney Jared Watson presented legal updates were given to the town.
20. Adjournment
There being no further business, a motion was made by Council Member Stanley, seconded by Council Member Wright, to adjourn the meeting. Motion carried
