ORDINANCE NO. 999
THE CITY COUNCIL of the City of DeQuincy, State of Louisiana, met in regular session on the 14th day of October 2025 and adopted the following Ordinance as an amendment to Chapter 5- Buildings, Article 1-Uniform Construction Code Adopted Sec. 5-1 Uniform construction code adopted and Sec 5-1Schedule of permit fees of the Code of Ordinances and will be effective immediately.
WHEREAS, the City of DeQuincy desires to update and modernize its Code of Ordinances regarding the regulation of the Schedule of permit fees.
WHEREAS, the City of DeQuincy is governed by the International Building Code and
WHEREAS, it is incumbent upon the City of DeQuincy to keep current rules, regulations, and fees for the operation of all areas of the city.
THEREFORE, BE IT ORDAINED by the City Council that the Schedule of permit fees of Chapter 5 Buildings is hereby amended to read as follows:
?ARTICLE I. – UNIFORM CONSTRUCTION CODE ADOPTED
?Sec. 5-1. – Uniform construction code adopted.
Effective January 1, 2007, pursuant to LA. R.S. 40:1730.21, et seq., there is hereby adopted, for the purpose of regulating the construction, alterations, repair, equipment, use and occupancy, and maintenance of every building or structure or any appurtenance connected or attached to such buildings or structures, excluding farm structures and recreational camps, the Louisiana State Uniform Construction Code. The Louisiana State Uniform Construction Code is incorporated as fully as if set out at length herein and shall be controlled within the corporate limits of the city. The Louisiana State Uniform Construction Code shall consist of the following:
(1) International Building Code, Current Edition, not including Chapter 1 – Administration, Chapter 11 – Accessibility, Chapter 27 – Electrical and Chapter 29 – Plumbing Systems. The applicable standards referenced in that code are included for regulations of construction within this state.
(2) International Existing Building Code, Current Edition, not including Chapter 1 – Administration, and the standards referenced in that code for regulations of construction within this state.
(3) International Residential Code, Current Edition, not including Parts I – Administrative, V – Mechanical, VII – Plumbing and VIII – Electrical. The applicable standards referenced in that code are included for regulation of construction within this state. Appendix J. Existing Buildings and Structures is also included for mandatory regulation. For the purposes of this Part, IRC R301.2.1.1 (Design Criteria) shall be amended as follows and shall only apply to the International Residential Code, current edition:
a. Amendment of R301.2.1.1 (Design Criteria)
b. Item 6, The American Concrete Institute, Guide to Concrete Masonry Residential Construction in High Winds Areas, shall be added.
c. Item 7, Institute for Business & Home Safety, Optional Code-plus Fortified for Safer Living, shall be added.
d. Item 8, Federal Alliance for Safe Homes, Optional Code-plus Blueprint for Safety, shall be added.
(4) International Mechanical Code, Current Edition, and the standards referenced in that code for regulation of construction within this state.
(5) The Louisiana State Plumbing Code (Part XIV (Plumbing) of the State Sanitary Code) as amended by the state health officer acting through the office of public health of the Department of Health and Hospitals. Nothing in this Part shall be construed so as to prevent the state health officer for enforcing Part XIV (Plumbing) of the State Sanitary Code, the enforcement of which is his statutory and regulatory responsibility.
(6) International Fuel Gas Code, Current Edition, and the standards referenced in that code for regulation of construction within this state.
(7) National Electrical Code, Current Edition.
Sec. 5-13. Schedule of permit fees.
(a) Miscellaneous permits.
Residential roofing permit and inspection $65.00
Commercial roofing permit and inspection $75.00
Moving mobile homes
(In/Out Bound) $100.00
Moving double-wide mobile homes $100.00
Moving houses $100.00
Moving portable buildings
(12′ or wider) $100.00
Moving portable buildings
(under 12′) $50.00
Variance $25.00
Be it further ordained that all Ordinances or parts of Ordinances in conflict with this Ordinance be and the same are hereby repealed and replaced.
Said Ordinance having been introduced on the 8th day of September 2025, a notice of Public Hearing having been published on the 8th day of October 2025, said Public Hearing having been held on the 14th day of October, 2025, with the title having been read and Ordinance considered, on motion by Scott Wylie, seconded by Jim Smith to adopt the Ordinance. A record vote was taken, and the following result was had:
