ORDINANCE NO. 993
THE CITY COUNCIL of the City of DeQuincy, State of Louisiana, met in regular session on the 14th day of October, 2025, and adopted the following Ordinance to declare property as surplus that is no longer needed and to allow the property to be sold through the bid process.
WHEREAS, the City of DeQuincy owns certain property situated on or about 502 North Grand Avenue, sometimes known as the Grand Ave. Gym, and is more particularly described to wit:
Tract 1 of that certain plat of survey prepared by David O Matte, a Louisiana registered surveyor, dated 9/10/2024, a copy of which is attached hereto,
Hereinafter referred to as “the property.”
WHEREAS, the City Council has determined that the land was donated to the City by the Calcasieu Parish School Board, transfer agreement recorded November 27, 2006, under clerk’s file number 2784512 records in Calcasieu Parish.
WHEREAS, the Calcasieu Parish Police Jury has recommended condemnation and demolition of the property, and
WHEREAS, the City has not found a way to give away the property in compliance with the Louisiana constitution
Whereas the city has not been able to find a use for the property that is practical and or that is worth the taxpayers’ costs to maintain; and
Whereas the City has determined that it is in the best interest of the City to sell said property as surplus the property: and
Whereas the City in compliance with La R. S. 33:4712 has had the property appraised and is now ready to sell the property, publish the minimum sales price, give notice to the community of same as prescribed by the foregoing statute.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF DEQUINCY AS FOLLOWS:
Section 1. Authorization: The City of DeQuincy is authorized to sell the property described as

Section 2. Property Description: The property to be sold is described as follows:

Section 3. Sale Terms: The sale of the property shall be subject to the following terms:
The property shall be sold to the highest bidder.
The minimum bid price shall be $135,000.00.
As is, where is, no warranties whatsoever, and certified funds are required at closing.
The sale shall be subject to the City Council’s approval.
Section 4. Advertisement: The City shall advertise the sale of the property in the official journal of the City of DeQuincy and/or other publications as required by law.
Section 5. Effective Date: This ordinance shall take effect immediately.
Said Ordinance having been introduced on the 8th day of September, 2025, by notice of Public Hearing having been published on the 8th day of October 2025, said Public Hearing having been held on 14th day of October 2025, title having been read and Ordinance considered, on motion by Margaret Brown, seconded by Cameron Smith to adopt the Ordinance. A record vote was taken, and the following result was had:
