CITY OF DEQUINCY
CITY COUNCIL MINUTES
SEPTEMBER 14, 2026
The City Council of the City of DeQuincy met in regular session on the above date in the City Hall Council Chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Cameron Smith, Margaret Brown, and Bobby “Eddy” Dahlquist. Absent: None.
Council Member Cameron Smith called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the Pledge of Allegiance.
A motion was made by Eddy Dahlquist and seconded by Jim Smith to approve the minutes of the August 10, 2026, regular meeting. All approved; motion carried.
FINANCIAL REPORT
The August 2026 Budget-to-Actual Comparison Reports for the General Fund, Street/Sales Tax Fund, Utility Fund, Airport Fund, Public Safety Fund, and Public Service and Safety Building Fund were included in each council member’s packet. There were no questions from the Council.
REPORTS
Fire, Police, Public Works, Sewer, Maintenance, and Airport reports were included in the Council files. There were no questions or comments from the Council.
CITY REPORT
Mayor Smith reported the following:
Kim Rainwater gave her official resignation and provided the council with a list of the projects they have accomplished since being in office. Council thanked Kim for her years of service and all she did for the city.
Splash pad will close September 30, 2026
Third annual Fly In will be held Saturday, September 26, beginning at 2 pm
The ½ sales tax renewal will the November 3, 2026, ballot.
Spoke of the money that was received and spent on the splash pad and other recreation around the city
Spoke on the permits and process of restrooms at the walking park
Presented Margaret Brown a award from Louisiana Municipal Leadership Academy
A motion was made by Margaret Brown and seconded by Eddy Dahlquist to approve the September 14, 2026, agenda. All approved; motion carried.
There was no public input for items not on the agenda.
Sherri Breaux addressed findings from the last audit. The city is working on policies and procedures to make the corrections that are needed. Also, we received expected revenue early. Since we have already amended the budget for FYE 9/30/2026, just wanted to make you aware.
A motion was made by Eddy Dahlquist and seconded by Jim Smith to approve the change of the date of the October council meeting to Tuesday, October 13, 2026, due to a Federal holiday on October 12, 2026. All approved; motion carried.
A motion was made by Scott Wylie and seconded by Eddy Dahlquist to approve a variance for James and Meloney Woolford, to place a mobile home on property located at 203 Gill Street. All approved; motion carried.
A motion was made by Jim Smith and seconded by Eddy Dahlquist to postpone appointment of members to the DeQuincy Historic District Commission and authorization to complete the Certified Local Government (CLG) application until next month and we have the five required members. All approved; motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt a resolution authoring Mayor Smith to sign all documents to hire Garver as Engineering Consultant for the DeQuincy Airport, contingent upon LADOTD Aviation approval. All approved; motion carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to adopt a resolution authoring Mayor Smith to sign all documents to renew an agreement with Pipeline Integrity Partners, consultants for gas and pipeline safety. All approved; motion carried.
A motion was made by Jim Smith and seconded by Scott Wylie to Introduce Ordinance No. 1012 and set a public hearing for October 13, 2026, for Beauregard Electric Coop franchise renewal. (BECI). All approved; motion carried.
There being no further business, a motion to adjourn was made by Eddy Dahlquist and seconded by Margaret Brown. All approved; motion carried.
