The monthly City Council meeting was called to order by President Eddy Dahlquist on Tuesday, Oct. 14.
The Sept. 8, 2025 regular meeting minutes and Oct. 1, 2025 special meeting minutes were approved by the council. Mayor Riley Smith mentioned the Fly-in Air Show held on Saturday, Sept. 27, was well attended and was a great success. He thanked everyone who helped to put on this event. He also mentioned the upcoming Fall Festival scheduled for Thursday, Oct. 30, and the new park equipment being installed at the Walking Path and at the Grand Avenue Park.
Vance Perkins mentioned a planned Veteran’s Day Program at the Veteran’s Memorial Park on Tuesday, Nov. 11. The time for this event will be announced at a later date.
Hall Street property demolition has been completed. Also, there have been 17 homes demolished in the city this year with the city completing four of them. There have been 25 new building permits issued also.
Ordinances #984 and #986 for Utilities were clarified with the effective date for yearly increases to be done in October 2025 and continue to be done every October each year.
The following Resolutions were adopted authorizing Mayor Riley Smith to sign all documents and agreements:
Cooperative Endeavor Agreement between the Calcasieu Parish Sheriff’s Office and the DeQuincy Police Department for radios
The Louisiana Department of Transportation and Development (LA DOTD) for improvements at the DeQuincy Industrial Airpark
The lowest bidder of JCM Earthworks LLC for $26,000 for the Cross Drain rehab at the DeQuincy Airport
To accept the DeQuincy Industrial Airpark’s 2026-2030 Capital Improvement Program
The Grant Award from Firehouse Subs Public Safety Foundaion for the DeQuincy Fire Department
Pipeline Integrity Partners consultants for gas and pipeline safety
Public hearing and adoption of Ordinance #993 to declare property located on Grand Ave., generally known as the Grand Ave Gym, to become surplus property and allow it to be sold through the bid process. Public hearing and adoption of Ordinance #999 amending Chapter 5-Buildings, Article 1, Sec 5-1 Uniform Construction Code Adopted and Sec 5-13. Schedule of permit fees of the Code of Ordinances.
Final step was approved for the condemnation of structure at 404 Velmer St. Final step was approved for the condemnation of structure at 218 Jackson St. – demolition permit has been received and owner said demolition will be done within the next two weeks.
