THE CITYcouncil of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Bobby Dahlquist, Cameron Smith, and Margaret Brown.
Council Member Bobby Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Scott Wylie to approve the May 12, 2025, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The May 2025 monthly budget to the actual comparison report for the General Fund, Street/ Sales Tax Fund, Utility Fund, Airport Fund, Public Safety Fund, and Public Service and Safety Building Fund is included in each council member’s packets. No questions from the council.
REPORT
Fire, Police, Code Enforcement, Public Works, Sewer, Maintenance, and Airport reports were in the council files. There were no questions or comments from the council.
City Report
?Memorial Day Program well attended, Thanked Vance Perkins for his hard work in planning the event
?Summer Feeding Program is taking place at DQ Primary School
?Explained about ditches and mowing with DOC inmates
?July agenda may have an ordinance to change the Mayoral election date
?CPSB may be purchasing property, and if this occurs, proceeds may be used for a Splash Pad, Basketball/Pickle Ball court, a playground for toddlers, and improvements to the other City owned parks.
?Wanting growth in DeQuincy. Several have invested a lot of time and finances to pursue new businesses. We cannot make any business come to DeQuincy, but we can support them when they do. Ask to support local.
?Many activities have been held for the community and more events have been planned. Asked for the public to attend the activities. A lot of work goes into the activities.
?Proceeds from the Railroad Festival does not go to the City of DeQuincy.
?The city of DeQuincy does not own the local water company.
A motion was made by Scott Wylie and seconded by Jim Smith approving June 9, 2025, agenda. Without objection, motion carried.
Public Input

A citizen spoke about the noise ordinance and will speak with the police chief about the concerns.
Items on the agenda:
Many concerned citizens spoke about concerns with Grand Ave Gym. The mayor agreed to meet and discuss concerns. A motion was made by Jim Smith and seconded by Scott Wylie to appoint DeQuincy News as the official journal for the City of DeQuincy. All approved. A motion was made by Scott Wylie and seconded by Jim Smith to approve a variance for Timothy Allen for setback less than 25’ for Main Street Development. All approved. A motion was made by Margaret Brown and seconded by Scott Wylie to approve a variance, with condition of ownership, to allow Kathleen Bradshaw to put a mobile on the property at 613 Beech Street. All approved. A motion was made by Scott Wylie and seconded by Jim Smith to approve a one-year variance for Martha Gross’s family member to live in a travel trailer on the property she owns at 722 Beech Street. All approved. A motion was made by Jim Smith and seconded by Scott Wylie to introduce an Ordinance and set a public hearing for July 14, 2025, regarding the proposed budget of expenditures for the FYE 9/30/26. All approved. A public hearing was held on the structure located at 208 Hall Street. No public input, hearing closed. A motion was made by Cameron Smith and seconded by Margaret Brown to adopt the order of condemnation and demolition and move to the final step of the condemnation of the property located at 208 Hall Street. All approved. A motion was made by Jim Smith and seconded by Margaret Brown to postpone introducing Ordinance # 993. All approved. A motion was made by Margaret Brown and seconded by Cameron Smith to introduce Ordinance #994 and set a public hearing for July 14, 2025, to update and amend Chapter 21- General Zoning, Rules and Regulations for mobile homes to be located within the City of DeQuincy, Code of Ordinances. All approved. There being no further business, Margaret Brown made a motion to adjourn the meeting. The motion was seconded by Jim Smith and carried.
