The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Bobby Dahlquist, Cameron Smith, and Margaret Brown.
Council Member Bobby Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Cameron Smith and seconded by Margaret Brown to approve the September 9, 2024, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The financial report was in the file. As of September 30, 2024, the overall total revenue, actual year to date is $6,442,291.29 with the FYE 9/30/2024 budget being $4,585,200.00 and a remaining budget of $(1,857,091.29). The total expenses, as of September 2024, actual year-to-date total is $5,743,825.01 with the FYE 9/30/2024 budget total expenses being $8,568,520.00 and the remaining budget of $2,824,694.99.
REPORT
Fire, Police, Code Enforcement, Public Works, Sewer and Maintenance reports were in council files. There were no questions or comments from the council.
City Report
? Fly In VS Cruise In was a success. Thank you to Kyle Rainwater and Kim Rainwater and all other city staff that were involved in this.
? Trash Bash was held October 12,2024
? October 31, 2024 will be Fall Fest and National Night out to be held at the walking path
? Nichols will celebrate their 110th Anniversary on Nov -1 and Nov 2. Please go help celebrate this milestone.
? Waste management sending out letters about new pick up
A motion was made by Scott Wylie and seconded by Jim Smith approving the October 14, 2024 agenda. Without objection motion carried.

Questions about letter from WM. Mayor asked that you call city Hall when you have white goods or bulk item, (no household trash) that need to be picked up. We will pick them up Mon- Thur within 48 hours.

A motion was made by Jim Smith and seconded by Cameron Smith to adopt a resolution authorizing Mayor Smith to accept the DeQuincy Industrial Airparkā€™s Capital Improvement Plan for 2025-2028. Without objection, the motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to authorize Mayor Smith to sign any documents necessary to approve the appointment of Amber Landry to serve as new resident board member for the Commissioner of the Housing Authority for a term expiring October 2026. Without objection, the motion carried.
A motion was made by Jim Smith and seconded by Scott Wylie to approve a variance for Susan Craig to allow her
to replace the mobile home on her property at 107 West Center Street with a 2023, 70 x 32 mobile home.
Without objection motion carried.
A public hearing for Ordinance # 971 to change the title of Chapter 18, Streets and Sidewalks, was held. No input, hearing closed.
A motion was made by Margaret Brown and seconded by Cameron Smith to adopt Ordinance # 971 to change the title of Chapter 18, Streets and Sidewalks. Without objection motion carried.
A public hearing for Ordinance # 972 to amend Chapter 5- Buildings, Sec 5-15, and 5-17, was held. No input, hearing closed.
A motion was made by Margaret Brown and seconded by Jim Smith to adopt Ordinance # 972 to amend Chapter 5- Buildings, Sec 5-15, and 5-17. Without objection motion carried.
A public hearing for Ordinance # 973 to amend Chapter 21-General Zoning, Rules and regulations for
mobile homes to be located within the City of DeQuincy, was held. Arnold Blagrave had some concerns that were addressed by the mayor. No other input, hearing closed.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt Ordinance # 973 to amend Chapter 21-General Zoning, Rules and regulations for mobile homes to be located within the City of DeQuincy. Without objection motion carried.
A public hearing for Ordinance # 974 to amend Chapter 18-Article II Excavations. No input, hearing closed.
A motion was made by Margaret Brown and seconded by Cameron Smith to adopt Ordinance # 974 to amend Chapter 18-Article II Excavations. Without objection motion carried.

A public hearing for Ordinance # 887 to amend Chapter 5- Buildings, Article 1, Section 5-13 Fees, j) Culvert permit. No input, hearing closed.
A motion was made by Jim Smith and seconded by Scott Wylie to adopt Ordinance # 887 to amend Chapter 5- Buildings, Article 1, Section 5-13 Fees, j) Culvert permit. Without objection motion carried.
A public hearing for Ordinance # 604 to amend Article II- Dangerous Structures. Sec 5-29-35. No input, hearing closed.
A motion was made by Jim Smith and seconded by Margaret Brown to adopt Ordinance # 604 to amend Article II- Dangerous Structures. Sec 5-29-35. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to proceed to the next step of the condemnation process on the structure located at 313 Green Street. Without objection motion carried.
The homeowner of 802 Smith Street has been in compliance with the ordinances.
Mark Judson has been in contact with the owner of 301 Hall Street. She will donate the property to the City of DeQuincy. He is working on the paperwork to get this completed.
A motion was made by Margaret Brown and seconded by Jim Smith to Adopt the order of condemnation and demolition of the structure located on at 116 Brantley Street. Without objection motion carried.
There being no further business, Scott Wylie made a motion to adjourn the meeting. The motion was seconded by Margaret Brown and carried.
