THE CITY council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Eddy Dahlquist, Cameron Smith, and Margaret Brown.
Council Member Eddy Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Cameron Smith and seconded by Margaret Brown to approve the May 13, 2024, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The financial report was in the file. As of May 31, 2024, the overall total revenue, actual year to date is $4,369,591.97 with the FYE 9/30/2024 budget being $6,650,200.00 and a remaining budget of $2,280,608.03. The total expenses, as of May 2024, actual year-to-date total is $3,783,366.56 with the FYE 9/30/2024 budget total expenses being $9,162,520.00 and the remaining budget of $5,379,153.44.
REPORT
Fire, Police, Code Enforcement, Public Works, and Sewer reports were in council files. There were no questions or comments from the council.
CITY REPORT
? A lot of rain but the City of DeQuincy drained well.

? Seal Coat at the airport is completed
? Police Station and Railroad Museum repairs have been completed
A motion was made by Scott Wylie and seconded by Jim Smith approving the June 10, 2024 agenda. Without objection motion carried.

Kim Rainwater presented Lillian Karr with a plaque for her years of service with the DeQuincy Chamber of Commerce. Ms. Karr spoke of her years with the Chamber.
A motion was made by Jim Smith and seconded by Scott Wylie to appoint DeQuincy News as the official journal for the City of DeQuincy. Without objection motion carried.
A motion was made by Jim Smith and seconded by Margaret Brown to authorize Mayor Smith to appoint Annajo Haynes as Police Chief. Without objection motion carried.
Mayor Smith honored Doug Cox on his retirement from the City. Others spoke of the times they worked with Doug. Doug has done a great job for the City of DeQuincy and will be missed.
A motion was made by Scott Wylie and seconded by Cameron Smith to introduce an Ordinance and set a public hearing for July 8, 2024 regarding the proposed budget of expenditures for the FYE 9/30/25.
Without objection motion carried.
A motion was made by Cameron Smith and seconded by Margaret Brown to approve a variance for David Williams and friends (up to 10 campers) stay on the grounds of Grand Avenue Gym on June 21-23, 2024.All agreed to a Hold Harmless/Assumption of Risk/ Property Use Agreement would be completed.
Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to approve a 6-month extension of a variance for Shelly Gaspard to live in a travel trailer on the property she owns at 732 Beech Street while her home is built on the property. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to approve a 6-month extension of variance for Martha Gross’s family member to live in a travel trailer on the property she owns at 722 Beech Street. Without objection motion carried.
A motion was made by Margaret Brown and seconded by Cameron Smith to approve a 1-month extension of variance for Venessa Thomas/Dexter Thomas to live in two travel trailers on their property at 1110 Allen Street. Without objection motion carried.
A motion was made by Margaret Brown and seconded by Jim Smith to not approve the variances for Trina and Cyrus Pullard, Sr to put a small home on their property at 222 Jackson Street. It did not get approval for size requirements, more than one dwelling on the property and does not meet set back requirements. Without objection motion carried.
A Public hearing on Ordinance No 965, amending Section 10-91-99 of Article VI of Chapter 10-
Noise of the Code of Ordinance of the City of DeQuincy was held. No public input and the hearing was closed.
A motion was made by Scott Wylie and seconded by Margaret Brown to adopt Ordinance No 965, amending Section 10-91-99 of Article VI of Chapter 10- Noise of the Code of Ordinance of the City of DeQuincy. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to authorize Mayor Smith to accept the bids on the following surplus vehicles 2013 LS Tractor P7010- Don Kelly $12,100.00There were no legal/minimum bids turned in on the following items. These vehicles will be sent to auction.

A public hearing was held on the structure located at 207 Jackson Street. No public input and hearing was closed.
A motion was made by Margaret Brown and seconded by Cameron Smith to adopt the order of condemnation and demolition of the structure located at 207 Jackson Street. Without objection motion carried.
A public hearing was held on the structure located at 205 Jackson Street. No public input and hearing was closed.
A motion was made by Cameron Smith and seconded by Margaret Brown to adopt the order of condemnation and demolition of the structure located at 205 Jackson Street. Without objection motion carried.
A public hearing was held on the structure located at 103 Grand Ave. No public input and hearing was closed.

A public hearing was held on the structure located at 103 Edgewood Street. Theresa Kelly spoke and said she was trying to find someone to tear the house down. Scott Wylie spoke to her and said we would move forward with the process. Hoping she can get it torn down before the City completes the legal process. No other public input, hearing was closed.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt the order of condemnation and demolition of the structure located at 103 Edgewood Street. Without objection motion carried.
A public hearing was held on the structure located at 107 Edgewood Street. No public input and hearing was closed.

There being no further business, Scott Wylie made a motion to adjourn the meeting. The motion was seconded by Margaret Brown and carried.
