The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Eddy Dahlquist, Cameron Smith, and Margaret Brown.
Council Member Eddy Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Margaret Brown to approve the February 12, 2024, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The financial report was in the file. As of February 29, 2024, the overall total revenue, actual year to date is $3,099,504.28 with the FYE 9/30/2024 budget being $6,650,200.00 and a remaining budget of $3,550,695.72. The total expenses, as of February 2024, actual year-to-date total is $2,424,913.38 with the FYE 9/30/2024 budget total expenses being $9,162,520.00 and the remaining budget of $6,737,606.52.
REPORT
Fire, Police, Code Enforcement, Public Works, and Sewer reports were in council files. There were no questions or comments from the council.
City Report
Introduced Mark Judson who will be replacing Doug Cox as City Attorney when Doug retires.
The New Dog park is almost complete.
The airport bought a new tractor.
The city will host an Easter Egg hunt on March 22, 2024, at 6 pm in the fields by the walking path.
Railroad Festive is set to begin April 11-13, 2024.
Congratulated Hank Frazier on the Civic Service Award at the annual Chamber of Commerce Banquet.

A motion was made by Scott Wylie and seconded by Cameron Smith approving the March 11, 2024 agenda. Without objection motion carried.
Public Input
Items not on the agenda:
Vance Perkins thanked the city for the repairs to the museum. There will be a Veterans Program to be held on May 27, 2024, at Veteran Parks to begin at 6 pm. A flag retirement ceremony will also be incorporated into the program. Vance also stated the intersection of Overton, and Smith Streets has potholes that need attention. Also, Holly Street needs attention.
Robert Freeman addressed the council about loud music in his neighborhood. The police will continue to monitor the complaint.

A motion was made by Cameron Smith and seconded by Jim Smith to approve a 6-month variance for Randy Lykins to stay in a travel trailer on the property he owns at 101 Hall Street. Without objection motion carried.
A motion was made by Jim Smith and seconded by Scott Wylie to adopt a Resolution informing the Louisiana DEQ that the city will continue maintaining our wastewater treatment plant and continue the required analytical analysis in accordance with current LDEQ permit, including monthly monitoring of influent CBOD. Without objection motion carried.
A motion was made by Margaret Brown to postpone the discussion of the abandonment of the alleyway in Wasey Sub.
A motion was made by Margaret Brown and seconded by Cameron Smith to introduce Ordinance # 963 and set a
public hearing for April 8, 2024, addressing signs on streets inside the city limits. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith Introduce Ordinance # 964 and set a public hearing for April 8, 2024, adding a ban on Jake Braking. Without objection motion carried.
A Public Hearing for Ordinance # 919 regarding amending Sec 3-28 Location-Affecting issuance of permits(alcohol) was held. No public input, and the hearing was closed.

A Public Hearing for Ordinance # 936, amending Sec 3-2- Sale on Sunday(alcohol) was held. No public input, and the hearing was closed.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt Ordinance # 936, amending Sec 3-2- Sale on Sunday(alcohol). Without objection motion carried.
A Public Hearing for Ordinance # 956 amending Section 10-62 of the Code of Ordinance of the
City of DeQuincy- Weeds and Offensive Accumulations was held. No public input, and the hearing was closed.
A motion was made by Margaret Brown and seconded by Cameron Smith to adopt Ordinance #956 amending Section 10-62 of the Code of Ordinance of the City of DeQuincy- Weeds and Offensive Accumulations. Without objection motion carried.
A Public Hearing for Ordinance # 962, allowing Horse Drawn Carriages on City Streets. Jim Smith spoke on streets they will be allowed on. The hearing was closed.
A motion was made by Jim Smith and seconded by Scott Wylie to adopt Ordinance # 962, allowing Horse Drawn Carriages on City Streets. Without objection motion carried.
There being no further business, Scott Wylie made a motion to adjourn the meeting. The motion was seconded by Margaret Brown and carried.
