February 12, 2024
DeQuincy, LA
The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Eddy Dahlquist, and Margaret Brown. Absent: Cameron Smith.
Council Member Eddy Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Scott Wylie to approve the January 8, 2024, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The financial report was in the file. As of January 31, 2024, the overall total revenue, actual year to date is $2,372,285.66 with the FYE 9/30/2024 budget being $6,650,200.00 and a remaining budget of $4,277,914.34. The total expenses, as of January 2024, actual year-to-date total is $1,908,063.63 with the FYE 9/30/2024 budget total expenses being $9,162,520.00 and the remaining budget of $7,254,456.37.
REPORT
Fire, Police, Code Enforcement, Public Works, and Sewer reports were in council files. There were no questions or comments from the council.
City Report
? Asked the council to submit the five worst roads and sidewalks to have overlayed.
? The yearly audit has begun.
? Douglas Lift Station was worth the money the city spent to replace the system. During the recent rain, no black flow occurred.
? A. Doug Cox will be retiring on July 1, 2024, from City Attorney. We have an attorney who has accepted the position and will begin in March to work with Doug as a consultant until he retires in July.
? For the month the airport sold 1800 gallons of fuel. The were 148 landings and takeoffs. There are 18 tenants, and more hangers are needed. Kyle Rainwater is doing a great job at the airport as manager.
? There will be a Community Easter Egg hunt on March 22, 2024, at 6 pm. After the egg hunt a movie will be played. This will be a free, fun event for the community, and hope everyone will come to help support this event.
? Met with SWLA Alliance to get help in growing the city. The city would like to start a committee to help clean up the downtown area. He would like to have 2 council members, and 2 from the city to form the committee.
? The mayor asked the council about some of the concerns they have and some are. ..We need to work together to grow the city. We need housing and businesses. Ideals were given to hire a business developer to dedicate time to helping grow businesses here. Also to clean up downtown to make our city more appealing to business owners. Also, we need to ask the citizens what they would like to see happening downtown. We are going to see a lot of traffic when they start on the bridge, and we need to start preparing now.
A motion was made by Scott Wylie and seconded by Jim Smith approving the February 12, 2024 agenda. Without objection motion carried.
Public Input

Robert Freeman addressed the council about loud music in his neighborhood. The police chief addressed the issue and will follow up with Council Margaret Brown.

A motion was made by Scott Wylie and seconded by Jim Smith to deny the 2024 liquor application for T’s place. (It is too close to the church as stated in ordinance number 919). The vote was as follows: Scott Wylie, Eddy Dahlquist, and Jim Smith denied the request and Margaret Brown abstained.
Mayor Smith appointed Annajo Haynes as interim police Chief.
A motion was made by Jim Smith and seconded by Margaret Brown to approve a 6-month variance for Adams Perkins to live in a travel trailer on property he owns at 506 Beech Street. Without objection motion carried.
A motion was made by Jim Smith and seconded by Margaret Brown to approve a variance for Roy Sassin to replace the mobile home with a new mobile home on the property he owns at 205 S Frazier Street. Without objection motion carried.
A motion was made by Margaret Brown and seconded by Jim Smith to adopt a resolution authorizing Mayor Smith to sign all documents pertaining to the LGAP grant, for the purchase of 15 APX4000 portable radios for the fire department. Without objection motion carried.
A motion was made by Margaret Brown to postpone the discussion of the abandonment of the alleyway in Wasey Sub until Hank Frazier was able to attend the meeting. Scott Wylie seconded. Without objection, the item was postponed.
A motion was made by Margaret Brown and seconded by Scott Wylie to begin the condemnation process on the structure located at 211 Jackson Street. Without objection motion carried
A motion was made by Margaret Brown and seconded by Scott Wylie to begin the condemnation process on the structure located at 207 Jackson Street. Without objection motion carried.
A motion was made by Margaret Brown and seconded by Jim Smith to begin the condemnation process on the structure located at 205 Jackson Street. Without objection motion carried.
A motion was made by Margaret Brown and seconded by Scott Wylie to begin the condemnation process on the structure located at 103 S Grand Ave. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to begin the condemnation process on the structure located at 103 Edgewood Street. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to begin the condemnation process on the structure located at 107 Edgewood Street. Without objection motion carried.
A motion was made by Margaret Brown and seconded by Jim Smith to begin the condemnation process on the structure located at 1114 Truth Street. Without objection motion carried.
A public hearing of Ordinance # 960 regarding adding policy and procedures for DeQuincy Airport. No public input, and the hearing was closed.
A motion was made by Jim Smith and seconded by Scott Wylie to adopt Ordinance # 960 regarding adding policies and procedures for DeQuincy Airport. All approved
A motion was made by Jim Smith and seconded by Scott Wylie to introduce Ordinance # 919 and set a public hearing for March 11, 2024, amending Sec 3-28 Location-Affecting issuance of permits(alcohol). Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to introduce # 936 and set a public hearing for March 11, 2024, amending Sec 3-2- Sale on Sunday(alcohol). Without objection motion carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to introduce Ordinance #956 and set a public hearing for March 11, 2024, amending Section 10-62 of the Code of Ordinance of the City of
DeQuincy- Weeds and Offensive Accumulations.Without objection motion carried.
A motion was made by Scott Wylie and seconded by Margaret Brown to introduce Ordinance #962 and set a
public hearing for March 11, 2024, adding Horse Drawn Carriages. Without objection motion carried.
There being no further business, Margaret Brown made a motion to adjourn the meeting. The motion was seconded by Scott Wylie and carried.
