The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Margaret Brown, Judy Landry, and Denise Maddox. Absent: Ronda Jacobs and Mark Peloquin.
Council Chairman Denise Maddox called the meeting to order at 6:00 p.m. Mayor Smith gave the invocation and Margaret Brown led the pledge of allegiance.
Motion was made by Judy Landry and seconded by Margaret Brown to approve the April 11, 2022 regular meeting minutes. Without objection, the motion carried.
FINANCIAL REPORT
Valecia Royer read the financial report. As of April 30, 2022, the overall total revenue, actual year to date is $3,956,543.01 with the FYE 9/30/2022 budget being $4,521,710.00 and a remaining budget of $565,166.99. The total expenses, as of April 30, 2022, actual year to date totals are $3,106,189.48, with the FYE 9/30/2022 budget total expenses being $6,166,670.00, and the remaining budget of $3,060,480.52.
FIRE REPORT
Chief Johnny Copeland read the fire report. There were seven (7) calls for April 2022.
POLICE REPORT
Police Chief Casey Whitehead gave the police report for April 2022. There were 215 violations, 9 arrests, 271 complaints filed, and 112 warnings given. The fines and bonds collected for the month of April totaled approximately $19,865.90. There were 73 calls for service in District 1, 44 in District 2, 67 in District 3 and 53 in District 4. The PD Officers patrolled approx. 6391 miles during the month of April 2022.
CODE ENFORCEMENT REPORT
Mr. Carroll gave the council a brief run down on all of the violations issued in April 2022.
PUBLIC WORKS REPORT
Hank Frazier gave the public works report for the street and gas department.Dug ditches on Louise Street and Caroline Street
Started mowing Hwy. 12 W Patched pot holes and picked up limbs in each district Installed a new gas service at 110 W Park and 701 Page Street Killed a gas service at 202 Patricia Harris Road and in the alley across from the baseball complex Repaired a gas leak at the Methodist Church Parsonage
SEWER PLANT REPORT
Hank Frazier gave the report for the sewer department. Repaired sewer service line on 3rd Street Repaired service main and tap on Kelly Street Installed new sewer tap for new school on Hwy. 12 W Killed a sewer line in the alley across from the baseball complex. Replaced sewer pump at Edgewood Lift Station Removed pump from the Douglas Road lift station and sent it to be rebuilt Mr. Frazier also informed the council that 96 work orders had been completed by his crew since the last council meeting in April
CITY REPORT GIVEN BY MAYOR SMITH
? Reminder that the 2022 LMA Convention is scheduled for July 28th – 31st in Lafayette, LA. We just received word that the city will be receiving a payment, within the next week or so, from FEMA for the debris removal The second business training seminar will be this Thursday at the Heritage Hotel. A grand opening for Steadham Flooring will be held this Saturday.
A motion was made by Judy Landry and seconded by Margaret Brown to amend the agenda to move council concerns down to 10 and add, as item no. 9, Council to appoint W. Tracey Brown to serve as a Commissioner of the Housing authority of the City of DeQuincy, replacing Ira Royer. Motion carried as follows: Yeas: Margaret Brown, Judy Landry, and Denise Maddox. Nays: None. Absent: Ronda Jacobs and Mark Peloquin. Abstain: None.
Arnold Blagrave again requested that someone with either the Telephone Company or Cable Company be contracted about all of the hanging lines around town. Mr. Blagrave also, on behalf of Temple Baptist Church, thanked the city for removing the dilapidated house across the street from the church.

A motion was made by Judy Landry and seconded by Margaret Brown to table the discussion and council action on Ordinance No. 874 regarding the sale of alcoholic beverages in the City of DeQuincy. Motion carried as follows: Yeas: Margaret Brown, Judy Landry, and Denise Maddox. Nays: None. Absent: Ronda Jacobs and Mark Peloquin. Abstain: None.
A motion was made by Judy Landry and seconded by Margaret Brown to introduce an ordinance amending Ordinance No. 668D regarding policy procedures on pay scale for essential employees during a declared emergency. Motion carried as follows: Yeas: Margaret Brown, Judy Landry, and Denise Maddox. Nays: None. Absent: Ronda Jacobs and Mark Peloquin. Abstain: None.
A motion was made by Margaret Brown and seconded by Judy Landry to authorize Mayor Smith to sign a Cooperative Endeavor Agreement between the Calcasieu Parish Police Jury and City of DeQuincy concerning the Summer Food Service Program or 2022. Motion carried as follows: Yeas: Margaret Brown, Judy Landry, and Denise Maddox. Nays: None. Absent: Ronda Jacobs and Mark Peloquin. Abstain: None.
A motion was made by Margaret Brown and seconded by Judy Landry to authorize Mayor Smith to enter into a Cooperative Endeavor Agreement between the City of Lake Charles and the City of DeQuincy wherein the Lake Charles Police Department is donating surplus body and unit camera equipment to be used by the Dequincy Police Department. Motion carried as follows: Yeas: Margaret Brown, Judy Landry, and Denise Maddox. Nays: None. Absent: Ronda Jacobs and Mark Peloquin. Abstain: None.
A motion was made by Judy Landry and seconded by Margaret Brown to appoint W. Tracey brown to serve as a Commissioner of the Housing Authority of the City of DeQuincy, replacing Ira Royer. COUNCIL CONCERNS:
Margaret Brown had concerns about the sewer problems in her district as well as the demolitions in District 4. Judy Landry has no concerns that have not already be addresses.
Denise Maddox asked Hank Frazier if the improvements to the Douglas Street Lift Station will help alleviate some of the problems in District 4 and Hank said he thought it would help with most of the problems. Mrs. Maddox also asked if Mr. Frazier had looked at the asphalt problem on Louise Street and he said he had looked at it and also had a contractor look at it. This spot will need to be completely ground out and another overlay be put in. Further, Mrs. Maddox asked about the Branch Tower Agreement and the Mayor advised her nothing else had been discussed since the last conversation with them. Lastly, Mrs. Maddox voiced her concern about all of the people walking and riding bicycles around town, late at night or in the early hours of the morning.
Judy Landry made a motion to adjourn and Margaret Brown seconded the motion.
