CITY COUNCIL
February 8, 2021
The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Absent: None
Council Chairman Denise Maddox called the meeting to order at 6:00 p.m. Mayor Smith gave the invocation and Daisy Cole led the pledge of allegiance.
Motion was made by Judy Landry and seconded by Ronda Jacobs to approve the January 11, 2021 regular session minutes. Without objection, the motion carried.
FINANCIAL REPORT
Valecia Royer read the financial report. As of January 31, 2021, the overall total revenue, actual year to date is $1,720,748.38 with the FYE 9/30/2021 budget being $4,471,100.00 and a remaining budget of $2,750,351.62. The total expenses, as of January 31, 2021, actual year to date totals are $1,783,039.17, with the FYE 9/30/2021 budget total expenses being $5,604,970.00, and the remaining budget of $3,821,930.83.
FIRE REPORT
Chief Johnny Copeland read the fire report. There were 11 calls for January 2021.
POLICE REPORT
Police Chief Casey Whitehead gave the police report for January 2021. There were 91 violations, 13 arrests, 236 complaints filed, and 38 warnings given. The fines and bonds collected for the month of January totaled approximately $18,624.00. The PD Officers patrolled approx. 5055 miles during the month of January 2021.
CODE ENFORCEMENT
REPORT
Mr. Carroll gave the council a brief run down on all of the violations issued in December, January and February. He has given 16 notices to comply with city ordinances.
PUBLIC WORKS REPORT
Eddy Dahlquist gave the public works report. They are still patching pot holes around town and just received a new pallet of material so they will be patching more. The crew has killed 3 gas services, added two services and have four more to add. They are still trying to help the citizens get their debris all of the way to the road.
SEWER PLANT REPORT
Hank Frazier gave the sewer plant report. They installed a new sewer tap on Boise Street and one on Pugh Street, and cleaned sewer lines on Anise Street and Shady Lane. Mr. Frazier has been following a boring crew around town locating sewer lines before they bore and is working with the contractors at the wastewater plant.
CITY REPORT GIVEN BY MAYOR SMITH
Our Yoakum Street project is finally finished.
The wastewater plant rehab is ongoing and we are very pleased with the work they have done thus far.
We received notice that CrowderGulf will stop picking up debris on March 7 and we will be putting a notice in the DeQuincy News and on Face Book.
Kurt Ryder, one of our Hurricane consultant from ICE gave the council an update on public assistance and damages. DeQuincy has approximately 6 million dollars in damages and, as of last week, 135,000 cubic feet of debris has been picked up.
A motion was made by Ronda Jacobs and seconded by Mark Peloquin to approve the February 8, 2021 agenda. Without objection, the motion carried.

A motion was made by Mark Peloquin and seconded by Daisy Cole to adopt a resolution approving the bid submitted by Infrastructure Consulting & Engineering for engineering and Architectural Services for the DeQuincy Industrial Airport. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Ronda Jacobs and seconded by Judy Landry to adopt a resolution authorizing the approval and final acceptance of construction for A-1 American Fence, Inc. for the Perimeter Fencing – Phase III Construction project at the DeQuincy Industrial Airpark. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Judy Landry and seconded by Ronda Jacobs to adopt a resolution authorizing PLLC’s work authorization #7 for providing preliminary and final design phase services for the T-Hangers and Taxi-Lane Projects at the DeQuincy Industrial Airpark. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Judy Landry and seconded by Mark Peloquin to authorize Mayor Smith to advertise and receive Statements of Qualifications for Engineering and Architectural Services for the DeQuincy Industrial Airport. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
After a lengthy discussion regarding the placement of temporary travel trailers and mobile homes, it was decided that city attorney Doug Cox would research this matter more and get back with the council with suggestions as how to properly handle this matter.
A motion was made by Judy Landry and seconded by Daisy Cole to table the abandonment of the two alleyways in Hereford Addition No. 2. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Mark Peloquin and seconded by Daisy Cole to authorize the City Clerk to advertise for bids on the 2011 Ford Crown Vic., VIN# 2434, with a minimum bid amount of $500.00. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
COUNCIL CONCERNS:
Daisy Cole had no council concerns.
Mark Peloquin asked Eddy Dahlquist about patching some pot holes.
Ronda Jacobs asked Mayor Smith if a street overlay had been scheduled. The Mayor explained that because of the damage to some of our streets caused by the Hurricanes, we are hoping to get some help from FEMA to do overlays. Ms. Jacobs also asked about the wire and cable in the ditches. Mr. Dahlquist explained they should be picking up this wire now.
Judy Landry asked if CrowderGulf will be picking up white goods again.
Denise Maddox asked Mayor Smith if it would be possible to get a written timeline from CrowderGulf about what and when they were picking up.
Ronda Jacobs made a motion to adjourn and Mark Peloquin seconded the motion.
