CITY COUNCIL
February 10, 2020
DeQuincy, LA
The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Absent: None.
Council Chairman Mark Peloquin called the meeting to order at 6:00 p.m. Mayor Smith gave the invocation and Denise Maddox led the pledge of allegiance.
Motion was made by Denise Maddox and seconded by Ronda Jacobs to approve the January 13, 2020 regular session minutes. Without objection, the motion carried.
FINANCIAL REPORT
Denise Maddox read the financial report. As of January 31, 2020, the overall total revenue, the actual year to date is $1,812,869.28 with the FYE 9/30/2020 budget being $4,366,100.00 and a remaining budget of $2,553,230.72. The total expenses, as of January 31, 2020, actual year to date totals are $1,717,922.95, with the FYE 9/30/2019 budget total expenses being $5,380,920.00, and the remaining budget of $3,662,997.05.
FIRE REPORT
Fire Chief Johnny Copeland read the fire report for December. The Fire Department had six (6) calls for January 2020.
POLICE REPORT
Assistant Police Chief Roy Williams gave the police report. There were 216 violations issued in January 2020, 36 arrests in January, 213 complaints filed in January, and 171 warnings issued in January. The fines and bonds collected for the month of January totaled $23,587.00. The number of calls for service in District 1 was 46, the number of calls in District 2 was 23, the number of calls for service in District 3 was 59, and the number of calls for District 4 was 51. The DeQuincy PD assisted or backed up the CPSO out of the city limits on 34 calls and the BPSO on 0 calls.
PUBLIC WORKS REPORT
Eddy Dahlquist gave the public works report. Two (2) driveway culverts were installed, and a few pot holes have been patched but it is too rainy to do much. In between rains, the city crew has been taking down the old playground equipment in the railroad museum park getting ready for new equipment to be installed. Mr. Dahlquist also informed the counsel that they have met with the DeQuincy Dixie Youth Board and they will start working on the field as soon as it is dry enough.
SEWER PLANT REPORT
Hank Frazier gave the sewer plant report. Hank met with the contractors and engineers regarding the work that will be done at the sewer plant. The bid opening for that project will be Wednesday morning. Mr. Frazier also advised he put in one new sewer tap in on Canterbury Street and cleaned five (5) sewer mains.
CITY REPORT GIVEN BY MAYOR SMITH
The Railroad Museum Park project is coming along and we hope to have this phase up before the Railroad Days Festival.
The Mayor and Eddy met with the Dixie Youth Board and they mentioned they were pleased with how everything was handled last year and are anxious to get started this year.
The Mayor mentioned all of the problems with the streets (most of which is because of the state project) but we will start back patching potholes on city streets in between rains.
Denise Maddox made a motion to approve the February 10, 2020 agenda and Judy Landry seconded the motion. Without objection, the motion carried.

Darlene Hooker mentioned, on behalf of the Love Community Mission, Cycle Knights and the Harry Hooker Memorial Fund, they will be having the Red & White Valentine Banquet this Saturday, February 15, from 11:00 a.m. until 1:00 p.m.

Austin Griffin asked if the moratorium on mobile homes would be lifted tonight.
A motion was made by Denise Maddox and seconded by Ronda Jacobs to introduce an ordinance amending the FYE 9/30/2019 budget and set a public hearing for March 9, 2020. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Denise Maddox and seconded by Daisy Cole to adopt a resolution authorizing Mayor Smith to execute an Agreement with the LA DOTD for improvements to the DeQuincy Industrial Airport for an Invisible Intelligence GARD System. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Judy Landry and seconded by Ronda Jacobs to authorize Mayor Smith to approve the change order issued by R Cloud Construction on the Yoakum Street project. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A public hearing was held regarding the sale of city lots, located on Pine Street, to Lake Area Dentistry. Ronda Jacobs asked if they would have a rental office as well as a dental office. Mayor Smith advised there was a possibility of rental space next to the dental office. There being no further input, the public hearing was closed.
A motion was made by Judy Landry and seconded by Denise Maddox to adopt an ordinance selling city lots, located on Pine Street, to Lake Area Dentistry. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Denise Maddox. Abstain: None.
A public hearing was held regarding the sale of city property located at 211 N. Pine Street to Louisiana Insulation Services, L.L.C. Mayor Smith suggested the first right of refusal clause be taken out of the ordinance to prevent any possible problems if the purchase of the property was financed. City Attorney, Douglas Cox, concurred. A motion was made by Daisy Cole and seconded by Judy Landry to adopt an ordinance selling property and building located at 211 N. Pine Street to Louisiana Insulation Services, LLC. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Ronda Jacobs and seconded by Judy Landry to advertise for bids on the following machine and surplus vehicles: Pipe Bender Machine minimum bid $1,500.00, 2003 Blue Ford Pickup (6701) minimum bid $500.00, 1999 Chevrolet ? ton truck w/ utility bed (2986) minimum bid $500.00, 2002 Blue Ford Pickup (4736), minimum bid $500.00, 2006 Dodge Durango (6266), minimum bid $500.00. All above vehicles can be seen at the City Barn, 609 Third Street, DeQuincy, LA., 2008 Ford Crown Vic (5357), minimum bid $500.00, Can be seen at DeQuincy PD, 101 S. Pine Street

A motion was made by Denise Maddox and seconded by Ronda Jacobs to remove the moratorium on permits for any moveable structures intended for the purposes of a dwelling. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
With the understanding a full committee meeting on the mobile home ordinance would be held before the final ordinance was adopted, a motion was made by Ronda Jacobs and seconded by Judy Landry to introduce an ordinance amending our current mobile home ordinance and a public hearing be set for March 9, 2020. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Ronda Jacobs and seconded by Judy Landry to authorize Mayor Smith to sign a Joint Services Agreement between the City of DeQuincy and the Community Center and Playground District #1 of Ward 6 for $90,000.00 in funding for the renewing and refurbishing of the Railroad Museum Park Playground. Motion carried as follows: Yeas: Judy Landry, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: Daisy Cole.
COUNCIL CONCERNS:
Judy Landry asked about all of the missing street signs around town. The Mayor advised her they had been ordered and will be put up as soon as they are received.
Daisy Cole mentioned the ditches on Banneker Street need to be cleaned out again and the pot holes are becoming a serious problem.
Ronda Jacobs mentioned the missing house numbers on the houses in DeQuincy are becoming a problem again.
Denise Maddox asked that a letter be sent regarding demolition of a house on the corner of Hwy. 27 and Kelly Street.
Denise Maddox made a motion to adjourn and Ronda Jacobs seconded the motion.
