CITY COUNCIL
DeQuincy, LA
January 13, 2020
The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Judy Landry, Daisy Cole, Mark Peloquin and Ronda Jacobs. Absent: Denise Maddox.
Council Chairman Mark Peloquin called the meeting to order at 6:00 p.m. Mayor Smith gave the invocation and Ronda Jacobs led the pledge of allegiance.
Motion was made by Ronda Jacobs and seconded by Judy Landry to approve the December 9, 2019 regular session minutes. Without objection, the motion carried.
Motion was made by Judy Landry and seconded by Ronda Jacobs to approve the December 3, 2019 special session minutes. Without objection, the motion carried.
FINANCIAL REPORT
Valecia Royer, CPA, gave the financial report. As of December 31, 2019, the overall total revenue, the actual year to date is $1,019,402.41 with the FYE 9/30/2020 budget being $4,366,100.00 and a remaining budget of $3,346,697.59. The total expenses, as of December 31, 2019, actual year to date totals are $1,236,095.96, with the FYE 9/30/2019 budget total expenses being $5,380,920.00, and the remaining budget of $4,144,824.04.
FIRE REPORT
Fire Chief Johnny Copeland read the fire report for December. The Fire Department had six (6) calls for December 2019.
POLICE REPORT
Police Chief Casey Whitehead gave the police report. There were 104 violations issued in December, 2,309 total for 2019, 23 arrests in December, 452 total for 2019, 243, complaints filed in December,2,911 total for 2019 and 138 warnings issued in December. The fines and bonds collected for the month of December totaled $21,782.00. The total fines collected for 2019 was $352,224.22. The number of calls for service in District 1 was 49, the number of calls in District 2 was 38, the number of calls for service in District 3 was 44, and the number of calls for District 4 was 77. The DeQuincy PD assisted or backed up the CPSO out of the city limits on 36 calls and the BPSO on 1 call.
PUBLIC WORKS REPORT
Eddy Dahlquist gave the public works report. Four (4) driveway culverts were put in, and the crew finished putting up and taking down the Christmas decorations. There were several sewer projects this month. Daisy Cole asked when the last time the sewer system has been revamped as a whole. Mr. Dahlquist explained it would not be possible to obtain a grant large enough to revamp the entire sewer system.
CITY REPORT GIVEN BY MAYOR SMITH
A Pre-construction meeting on the Yoakum Street project is set for this Thursday. Mayor Smith asked the council to give him a list of the worst streets in their in district so he could compile a list to give to our engineers. Mayor Smith also asked for a list of the street signs that are missing in each district. Dixie Youth has requested a meeting regarding the ball fields. Ward Six dedicated their new fire trucks last weekend. Daisy Cole mentioned her street name should be Sojourner Truth rather than just Truth and she wanted the name corrected.
Ronda Jacobs made a motion to approve the January 13, 2020 agenda and Judy Landry seconded the motion. Without objection, the motion carried.

A motion was made by Ronda Jacobs and seconded by Daisy Cole to table item no. 6, Tamika Scott to speak on the 2020 Census. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: Denise Maddox. Abstain: None.
A motion was made by Ronda Jacobs and seconded by Judy Landry authorize Mayor Smith to enter into Engagement Agreements with J. Aaron Cooper regarding the audit for the year ended September 30, 2019. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: Denise Maddox. Abstain: None.
A motion was made by Ronda Jacobs and seconded by Judy Landry to introduce an ordinance to sell immovable property on Pine Street to Lake Area Dentistry. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: Denise Maddox. Abstain: None.
A motion was made by Ronda Jacobs and seconded by Judy Landry to introduce an ordinance to sell immovable property at 211 N. Pine Street to M & D Development. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: Denise Maddox. Abstain: None. A motion was made by Ronda Jacobs and seconded by Judy Landry to authorize Meyer & Associates, on behalf of the City of DeQuincy, to advertise for bids for the Wastewater Treatment Plant Improvements. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: Denise Maddox. Abstain: None. A motion was made by Judy Landry and seconded by Ronda Jacobs to adopt a resolution approving s social media policy to be added to the City of DeQuincy’s Employee Handbook of Policies and Procedures. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: Denise Maddox. Abstain: None. A motion was made by Ronda Jacobs and seconded by Judy Landry to adopt a resolution approving the new Policy and Procedures Handbook for the DeQuincy Police Department. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: Denise Maddox. Abstain: None. A motion was made by Judy Landry and seconded by Daisy Cole to approve the appointment of Hank Frazier as Department Head for the DeQuincy Sewer Department. Motion carried as follows: Yeas: Judy Landry, Daisy Cole, Mark Peloquin and Ronda Jacobs. Nays: None. Absent: Denise Maddox. Abstain: None.
COUNCIL CONCERNS:
Judy Landry had no council concerns.
Daisy Cole mentioned an item that was not listed in the DeQuincy News, even though it is our official journal. She also mentioned a 107 year old lady was not mentioned in the DeQuincy News. It was explained it Ms. Cole that the lady mentioned was in fact on the front page of the DeQuincy News and the other item was not a city matter.
Ronda Jacobs had no council concerns.
Mark Peloquin brought up the Waste Management Contract. He was advised by their representative the rate will be going up in February by 94 cents per ton. This will calculate to 9 cents per customer. If any council member would like to speak to her feel free to call. Mr. Peloquin also mentioned Ms. Maddox had a prior engagement and could not attend this meeting.
Ronda Jacobs made a motion to adjourn and Judy Landry seconded the motion.
