REGULAR MEETING AGENDA

The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Absent: Judy Landry. Mayor Henagan was also absent from this meeting.
Council Chairman Mark Peloquin called the meeting to order at 6:00 p.m. James Harris gave the invocation and Ronda Jacobs led the pledge of allegiance.
Motion was made by Denise Maddox and seconded by Ronda Jacobs to approve the October 8, 2018 regular session minutes. Without objection, the motion carried. 
Motion was made by Ronda Jacobs and seconded by James Harris to approve the October 30, 2018 special session minutes. Without objection, the motion carried. 
Valecia Royer, CPA, gave the financial report. As of October 31, 2018, the overall total revenue, the actual year to date is $364,435.68 with the budget being $4,161,100.00, with a remaining budget of $3,796,664.32. The total expenses, as of October 31, 2018, are $428,518.07, with the budget being $5,409,770.00, with a remaining budget of $4,981,251.93. 
Fire Chief Johnny Copeland gave the fire report for the month of September 2018. They had four (4) calls for the month. 
Chief Suchanek gave the police report. The bonds and fines totaled $32,710.00. 
Eddy Dahlquist is on vacation and there was no public works report. 
CITY REPORTS GIVEN BY MAYOR HENAGAN
Mayor Henagan was out of town but Mark Peloquin advised the council the Christmas Parade would be on November 30 at 5:30 p.m. 
Ronda Jacobs made a motion to approve the October 8, 2018 agenda with the addition of the condemnation of 309 Perkins Street, to be numbered as 15. Denise Maddox seconded the motion to approve the agenda as amended. Without objection, the motion carried.

Heather Royer, on behalf of the Chamber of Commerce, thanked the City of DeQuincy for providing the snow for the Christmas activities. She also advised the council of some of the activities the Chamber has planned for after the Christmas Parade. They anticipate having approximately 20 vendors selling various products, local vendors with food items and local churches giving out cookies, hot chocolate, etc. 
Jeffra DeViney announced there would also be carriage rides, a history photo scavenger hunt and Traces of Dequincy Historical History Photo Display. She invited everyone out to enjoy our “Small Town Christmas”.

Dalton Hyatt advised the council he has a man coming in town on Wednesday to begin the demolition of the house on 309 N. Perkins. 
A motion was made by Denise Maddox and seconded by Ronda Jacobs to approve the appointment of David Brawner as an additional member of the Zoning Board. Motion carried as follows: Yeas: James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Judy Landry. Abstain: None.
A motion was made by James Harris and seconded by Ronda Jacobs to take the condemnation of the house at 305 Hereford Street off the table. Motion carried as follows: Yeas: James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Judy Landry. Abstain: None.
After a brief discussion about the condemnation of the house at 305 Hereford Street, a motion was made by Denise Maddox and seconded by James Harris to put this matter back on the table until January 2019. Motion carried as follows: Yeas: James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Judy Landry. Abstain: None.
A condemnation hearing was held on the house at 309 N. Perkins Street. After a brief discussion with Dalton Hyatt, a motion was made by Ronda Jacobs and seconded by Denise Maddox to table this condemnation for one month to give him time to have house torn down. Motion carried as follows: Yeas: James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Judy Landry. Abstain: None.
A motion was made by Denise Maddox and seconded by Ronda Jacobs to authorize Mayor Henagan to enter into an Engagement Agreement with J. Aaron Cooper regarding the 2018 audit scheduled for January 2019. Motion carried as follows: Yeas: James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Judy Landry. Abstain: None.
A motion was made by Denise Maddox and seconded by James Maddox to table any action on the Branch Telecom Tower Lease until their representative has had a chance to look at other location to put the tower. The matter will be tabled for one month unless a special council meeting is scheduled. Motion carried as follows: Yeas: James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Judy Landry. Abstain: None.
A motion was made by Denise Maddox and seconded by Judy Landry to authorize Mayor Henagan, on behalf of the City of DeQuincy, to enter into a Cooperative Endeavor Agreement with the Calcasieu Parish District Attorney’s Office regarding the Louisiana Sexual Assault Nurse Examiner Program (S.A.N.E.). Motion carried as follows: Yeas: Judy Landry, James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Judy Landry and seconded by James Harris to authorize Mayor Henagan to renew the agreement with Georgia-Pacific Wood Products, LLC for wastewater disposal into our system. Motion carried as follows: Yeas: Judy Landry, James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: None. Abstain: None.
A motion was made by Denise Maddox and seconded by James Harris to adopt a resolution authorizing Mayor Henagan to execute an Agreement with the LaDOTD for improvements at the DeQuincy Industrial Airport (Upgrade PAPI-2 system to Led Technology), State Project No. H.013788. Motion carried as follows: Yeas: James Harris, Mark Peloquin, Denise Maddox and Ronda Jacobs. Nays: None. Absent: Judy Landry. Abstain: None.
COUNCIL CONCERNS
Ronda Jacobs congratulated City Attorney Douglas Cox for being recognized as one of the top real estate attorneys in our area and thanked all of the Veterans for their service. Lastly, good luck to our DeQuincy Tigers in the playoffs.
Denise Maddox asked where the city stands with fixing Old Town Hall roof. She was advised the project was complete and they have had no further problems.
James Harris had no concerns.
Mark Peloquin asked the status of the Yoakum Street project. Mary Jo Bayles advised they are getting the bid package together so it can go out for bids.
Mary Jo Bayles advised the council the city has applied for Capital Outlay for sewer improvements at the plant. The amount applied for is $2,000,000.00.
Denise Maddox made a motion to adjourn and Ronda Jacobs seconded the motion.
