THE CITY COUNCIL of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Bobby Dahlquist, Cameron Smith and Margaret Brown.
The invocation was given, and the Pledge of Allegiance was recited.
The minutes from November 10, 2025, were approved.
The November 2025 monthly budget and the actual comparison report for the General Fund, Street/Sales Tax Fund, Utility Fund, Airport Fund, Public Safety Fund, and Public Service and Safety Building Fund were included in each council member’s packet. Also, Fire, Police, Code Enforcement, Public Works, Sewer, Maintenance, and Airport reports were in the council files. The mayor gave the city report verbally. There were no questions or comments from the council.
The agenda was approved
Approval of 2026 Beer/Liquor application for the completed application was approved.
The council adopted the following resolution: Re-appoint Jerry McCaig to serve as Commissioner of the Housing Authority for 5 years.
Authorize Mayor Smith to act on behalf of the City of DeQuincy and take appropriate action to enter into a Cooperative Endeavor Agreement (CEA) between Calcasieu Parish Police Jury and the City of DeQuincy for cost share agreement with Animal Services.
Authorize Mayor Smith to act on behalf of the City of DeQuincy and take appropriate action to enter into Joint Services Agreement between Chennault Airport and DeQuincy Airport.
Authorize Mayor Smith to act on behalf of the City of DeQuincy and take appropriate action to enter into Cooperative Endeavor Agreement (CEA) with Infrastructure Consulting & Engineering, LLC (“ICE”) for the provision of professional engineering services for airport development projects at the DeQuincy Industrial Airpark.
Authorize Mayor Smith to act on behalf of the City of DeQuincy and take appropriate action to enter into a Cooperative Endeavor Agreement (CEA) For Act 461 of 2025 RLS (State Aid to local government entities for improvements to City parks).
Authorize Mayor Smith to act on behalf of the City of DeQuincy and take appropriate action to update agreement with DeQuincy Hospital.
Council approved a 6-month extension of a variance for Shelly Gaspard to live in a travel trailer on the property she owns at 732 Beech Street while her home is built on the property.
Introduce Ordinance # 1002, and set a public hearing for January 12, 2026, to declare property located TBD on Third Street, to become surplus property, and allow it to be sold through the bid process.
Public Hearing was held and adopted Ordinance # 1000, to allow the City of DeQuincy or Calcasieu Parish to do city inspections.
Public Hearing was held and adopted Ordinance # 1001, to amend the employee handbook.
Council voted to begin the condemnation process on the structures located at:

90-day extensions to begin the condemnation was given to:

Cameron Smith was elected to be Council Chair with Scott Wylie as Council CO-Chair. Meeting adjourned.
