The city council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Bobby Dahlquist, Cameron Smith, and Margaret Brown.
The invocation was given, and the Pledge of Allegiance was recited.
Last month’s minutes were approved.
The August 2025 monthly budget to the actual comparison report for the General Fund, Street/ Sales Tax Fund, Utility Fund, Airport Fund, Public Safety Fund, and Public Service and Safety Building Fund were included in each council member’s packets. Also, Fire, Police, Code Enforcement, Public Works, Sewer, Maintenance, and Airport reports were in the council files. The mayor gave the city report verbally. There were no questions or comments from the council.
The agenda was approved
Parish Administrator, Dane Bolin, addressed the council.
Variance for setback for Leatrice Wilson at 1109 Richard Allen was approved, contingent upon neighbor approval.
Variance for Jon Angell, 2014 Mobile Home variance was approved contingent upon the location of the property.
The council changed the date of the next council meeting to Tuesday, October 14, 2025, at 5:30 pm due to a federal holiday.
Council adopted the updated Language Access Plan and Language Identification Flashcard.
The council approved Mayor Smith to seek and approve consultants for gas and pipeline safety.
The council adopted a resolution for a CEA with Calcasieu Parish Police Jury for generators.
The council adopted a resolution for a CEA with the State of La for the replacement of sidewalks, planning, and construction.
The council adopted a resolution to allow Mayor Smith to sign the CEA concerning the contract of engineering service for the Cross Drain at the airport.
The council approved to ratify Mayor Smith’s signature and allow him to sign all documents to accept the CEA with the Louisiana Department of Treasury and the State of Louisiana for fire department equipment.
Introduced ordinance # 993 and set a public hearing for October 14, 2025, to declare property at Grand Ave, known as Grand Ave Gym, to become surplus and allow it to be sold by the bid process.
Introduced ordinance # 999 and set a public hearing for October 14, 2025, to amend Chapter 5 of the code of ordinances.
A public hearing for Ordinance #968B, amending the FYE 9/30/2025 budget, was held. No public input. Ordinance adopted.
A public hearing for Ordinance # 997, to amend the Capital Asset policy, was held. No public input. Ordinance adopted.
A public hearing for ordinance # 998 , to authorize Mayor Smith to declare vehicles as surplus and sale to the highest bidder, and if no bids, then authorize to sell for junk
2008 Ford Van-0485, 2008 Ford Truck- 1663, 2008 Ford Crown Vic- 2152 ,1961 Mack -1444, and 2022 Honda ORV- 0378 was held. No public input. Ordinance adopted.
Public hearing and adoption of the order of condemnation for 404 Velmer Street, 210 Jefferson Street. No public input. Order of condemnation approved by all.
A public hearing for 230 Jackson Street was held. A family member asked for a 30-day extension to have the home demolished by the owners. The adoption of the order of condemnation was postponed for 30 days.
A public hearing at 228 Jefferson Street was held. A family member asked for a 90-day extension to sell the home. The adoption of the order of condemnation was postponed for 90 days. After 90 days, we will proceed with the final step of condemnation if needed.
A public hearing at 218 Jackson Street was held. A family member asked for a 30-day extension to have the home demolished by the owners. The adoption of the order of condemnation was postponed for 30 days. After 30 days, we will proceed with the final step of condemnation if needed.
