The monthly City Council meeting was called to order by Eddy Dahlquist. The Aug. 11, 2025 regular meeting minutes and Sept. 8, 2025 amended agenda were approved by the council. Mayor Riley Smith mentioned that the National Night Out held on Aug. 22nd was a success and was well attended by our community. He thanked everyone who helped to put on this event. He also mentioned several other upcoming events: Masonic Lodge will host a fish fry for all first responders on Friday, Sept. 19, at 3 p.m at the lodge; the DeQuincy Airport will host a Fly-In on Saturday, Sept. 27, at 2 p.m at the airpark with a band from 3-5 p.m. and a sunset movie; there will be a Farmer’s Market on Saturday, Oct. 4, from 4-9 p.m. at the Railroad Museum Park.
District 12 Police Juror, Judd Bares introduced Parish Administrator, Dane Bolin to the City Council.
Variance for review and approval of setbacks for less than the required footage on the property at 1109 Richard Allen St. was granted pending signatures of neighbors with adjoining properties to residence.
Council said yes to a citizen applying for a variance to put his 2014 mobile home on a lot inside the city limits, an advisory for information only was given and neighbors approvals will also be needed.
A public hearing and introduction of the following Ordinances were brought before the council:
Ordinance #968B amending the FYE Sept. 30, 2025 budget accepted; Ordinance #997 amending the Capital Asset Policy accepted; Ordinance #998 to authorize Mayor Smith to sign all documents to declare several vehicles to be surplus, sell to the hightest bidder, or authorize the city to sell for junk was accepted.
Introduce Ordinance #993 and set a public hearing for Tuesday, Oct. 14, to declare property located on Grand Ave., generally know as the Grand Ave. Gym, to become surplus property and allow it to be sold through the bid process. Introduce Ordinance #999 and set a public hearing for Oct. 14, 2025 amending Chapter 5-Buildings, Article 1, Sec 5-1 Uniform Construction Code Adopted and Sec 5-13. Schedule of permit fees of the Code of Ordinances.
Final step was approved for the condemnation of the structure at 404 Velmer St. Property owner for the structure located at 230 Jackson St. was given a thirty day extension to clean out house before demolition. Property owner for the structure located at 228 Jackson St. was given a ninety day extension for final sale of property.
DeQuincy Industrial Airpark
DeQuincy Industrial Airpark Manager Kyle Rainwater reported August 2025 Statistics:
Fuel: Revenue from fuel: $4814.77, gallons sold: 1131.5 gallons. Operations: 548 Operations, four pilots used the courtesy car for various reasons.
Projects: Working with ICE on design of Taxi Lane to serve Land Leases; Jones Construction doing work on Box hangar #1; Working with Gerver to design new box hangar, Bid opening anticipatedc in December 2025; Working with FEMA to finalize T hangar repairs.

Annajo Haynes, Chief of Police presented the monthly report for August 2025:
Total Citations written: $41,843. Fines and Bonds Collected: $37,195.52.
