CITY COUNCIL
THE CITY COUNCIL of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Bobby Dahlquist, Cameron Smith, and Margaret Brown.
The invocation was given and the pledge of allegiance was recited Last month minutes were adopted.
The July 2025 monthly budget to the actual comparison report for the General Fund, Street/ Sales Tax Fund, Utility Fund, Airport Fund, Public Safety Fund, and Public Service and Safety Building Fund were included in each council member’s packets. Also, Fire, Police, Code Enforcement, Public Works, Sewer, Maintenance, and Airport reports were in the council files. There were no questions or comments from the council.
The agenda was amended, to add a resolution to adopt a grant. Accepted by all.
Council rejected bids on Highway Lift Station project.
Introduced ordinance # 968B and set a public hearing for September 8, 2025 to amend the FYE 9/30/2025 Budget.
Introduced ordinance # 997 and set a public hearing for September 8, 2025 to amend the Capital Asset Policy.
Introduced ordinance # 998 and set a public hearing for September 8, 2025 to authorize Mayor Smith to declare vehicles as surplus and sale to the highest bidder, and if no bids, then authorize to sell for junk

Public hearing on ordinance # 996 to declare property located on Overton Street with parcel number 00816515(DeQuincy High School Ball Fields) to become surplus property and allow it to be sold to the Calcasieu Parish School Board. No input. Ordinance #996 adopted.
An emergency commendation on property located at 107 N Frazier Street was granted.
Public hearing for condemnation set for September 8, 2025 for:
404 Velmer Street, 230 Jackson Street, 228 Jefferson Street, 218 Jackson Street, 210 Jefferson Street.
Final step for condemnation on 208 Hall Street was approved.
Adopted a resolution to accept an LGAP grant in the amount of $35,000.00 for purchase of equipment.

ORDINANCE NO. 996
The City Council of the City of DeQuincy, State of Louisiana, met in regular session on the 11th day of August, 2025, and adopted the following Ordinance to declare property as surplus that is no longer needed and to allow the property to be sold to the Calcasieu Parish School Board.
WHEREAS, the City of DeQuincy owns certain property situated on Overton Street with assessment number 00816515, sometimes known as the DeQuincy High School Ball Fields, and is more particularly described to wit:

Hereinafter referred to as “the property.”
Whereas the city has been leasing the property to the Calcasieu Parish School Board (CPSB) who has been using it as a public park and for recreational uses mainly but not exclusively as a high school baseball, softball and tennis facility for DeQuincy High School and for the greater community.
And whereas the CPSB has committed to continue the use the property as a public park and for recreational uses for DeQuincy High School and for the greater community.
And whereas, under the CPSB’s management and care of the property and its commitment to continue to use the property as a public park and for recreational uses , the City of DeQuincy no longer has a truel need to own the property and has determined that it is in the best interest of the City to sell said property as surplus the property: and
Whereas the City in compliance with La R. S. 33:4712 has had the property appraised and is now ready to sell the property for $215,000.00.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF DEQUINCY AS FOLLOWS:
Section 1. Authorization: The City of DeQuincy is authorized to sell the property described as The property
Section 2. Property Description: The property to be sold is described as follows: The property
Section 3. Sale Terms: The sale of the property shall be subject to the following terms:
The property shall be sold to the Calcasieu Parish School Board.The price shall be $215,000.00.
In accordance with the terms and conditions or similar terms of conditions of the Cooperative Endeavor Agreement and Transfer of Ownership document attached as Exhibit A,
The sale is subject to merchantability of title. Section 5. Effective Date: This ordinance shall take effect immediately.
Said Ordinance having been introduced on the 14th day of July, 2025, by notice of Public Hearing having been published on the 6th day of August 2025, said Public Hearing having been held on 11th day of August 2025, title having been read and Ordinance considered, on motion by Jim Smith, seconded by Scott Wylie to adopt the Ordinance. A record vote was taken, and the following result was had:
