THE CITY COUNCILof the City of DeQuincy, State of Louisiana, met in regular session on the 14th day of July, 2025, and adopted the following Ordinance as an amendment to Chapter 21-Appendix A-General Zoning, Rules and regulations for mobile homes to be located within the City of DeQuincy, of the Code of Ordinances.
WHEREAS, the City of DeQuincy desires to update and modernize its Code of Ordinances regarding the regulation of General Zoning, Rules and regulations for mobile homes to be located within the City of DeQuincy.
SECTION 6 (b). Rules and regulations for mobile homes to be located within the City of DeQuincy is hereby amended to read as follows:
(b) Mobile homes or house trailers may be located within the City of DeQuincy provided that the following requirements are met:
(1) The minimum lot size for placement of a mobile home shall be six thousand (6,000) square feet and the said lot can have no more than one mobile home located on it at any one time.
(2) The lot shall provide a suitable parking area for at least two (2) automobiles.
(3) The mobile home shall be placed on the property such that no part thereof is closer than twenty-five (25) feet to a public street, road right-of-way, or property line.
(4) The minimum size for mobile homes or any building or structure classified as such in accordance with subsection (6)(a)(1) shall be nine hundred twenty-four (924) square feet of living space.
(5) The mobile home shall be no more than ten (10) years old at the time the application for a permit is made.
(6) Each mobile home shall be tied down and skirted with suitable skirting material designed to match or compliment the color and style of the mobile home. This skirting must be maintained in good order at all times. Deficiencies will be considered a violation of this Ordinance.
(7) The mobile home must meet Calcasieu Parish wind zone regulations.
(8) The applicant must obtain all necessary permits before placement of the mobile home in the City.
(9) The applicant must be the owner in fee simple title, and in the case of a married couple, both husband and wife shall be joint applicants, of the lot or parcel of land on which the mobile home is to be placed and the application will only be approved for the applicant(s) to use the land and mobile home as the applicant(s) residence. Under no circumstances will an application be approved for the applicant(s) to lease out or rent the lot or parcel of ground and the mobile home to a third party. At no point thereafter approval shall parcel be leased or rented.
(10) All mobile homes shall be used as single-family dwellings only.
(11) Application for placement of a mobile home within the City of DeQuincy shall be made on a form provided for that purpose by the City Clerk or her designee. Upon receipt of the application the City Clerk shall submit the application to the City Building Inspector for review. Each application shall include all information necessary to make a decision in accordance with this ordinance, including, but not limited to, photographs, drawings, renderings of the front and side of the mobile home, and such other information as required by the inspector.
(12) The applicant shall be notified in writing of the approval or disapproval of his application within 30 days of the filing of the application with the City Clerk. In the case of disapproval, the applicant shall have 30 days to request a variance from the City Council. The Clerk shall provide the applicant with a form for filing a variance. The City Council shall act on the variance as soon as possible after notice of the variance, and in most cases, no later than 30 days after receipt of the variance by the City Clerk.
(13) Violations of this Ordinance will result in revocation of city-issued permits.
All other sections, paragraphs, subsections, subparagraphs, clauses, phrases, and words of Chapter 6, not specifically amended by this ordinance, are to remain the same. All ordinances or parts of ordinances in conflict with any of the provisions of this ordinance are hereby repealed and replaced.
Said Ordinance having been introduced on the 12th day of June, 2025, by notice of Public Hearing having been published on the 9th day of July, 2025, said Public Hearing having been held 14th day of July, 2025, title having been read and Ordinance considered, on motion by Scott Wylie, seconded by Jim Smith to adopt the Ordinance. A record vote was taken, and the following result was had:
