THE CITY COUNCIL of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Bobby Dahlquist, Cameron Smith, and Margaret Brown.
Council Member Bobby Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Margaret Brown to approve the June 9, 2025, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The June 2025 monthly budget to the actual comparison report for the General Fund, Street/ Sales Tax Fund, Utility Fund, Airport Fund, Public Safety Fund, and Public Service and Safety Building Fund, is included in each council member’s packets. No questions from the council.
REPORT
Fire, Police, Code Enforcement, Public Works, Sewer, Maintenance, and Airport reports were in the council files. There were no questions or comments from the council.
City Report

? Mark Judson has been the city attorney for one year and will have an Ask a Lawyer day at his DeQuincy office
A motion was made by Cameron Smith and seconded by Margaret Brown approving July 14, 2025, agenda. All approved, motion carried.
Public Input
Items not on the agenda:
A citizen spoke about concerns with business owners and citizens about the increase in the sewer rate. He asked if they would look at getting it lowered. The council addressed his concerns.

A motion was made by Scott Wylie and seconded by Jim Smith to approve a 12-month variance for John Cook/ Katherine Cook to stay in a travel trailer at 305 First Street while they work at the home they purchased. All approved, motion carried
A motion was made by Jim Smith and seconded by Cameron Smith to approve a 12-month variance for Jason Bradshaw to apply for a variance to have a family member stay in a travel trailer at 312 N Perkins Street. All approved, motion carried.
A motion was made by Margaret Brown and seconded by Cameron Smith to approve a variance for Vanessa Thomas to build a home at 1110 Richard Allen Street that will not meet the setback requirements of the City Ordinance. This approval of the variance is given with the requirement that Vanessa Thomas get the approval from the neighbors on each side of his property, stating they are aware of the variance for the setbacks. Once she has this in writing, the variance will be approved. All approved, motion carried.
A motion was made by Margaret Brown and seconded by Cameron Smith to approve a variance for Danielle Griffin to build a home at 203 Jefferson Street that will not meet the setback requirements and lot size of the City Ordinance. This approval of the variance is given with the requirement that Danielle Griffin get the approval from the neighbors on each side of his property, stating they are aware of the variance for the setbacks. Once she has this in writing and the property in her name, the variance will be approved. The variance for the lot size was approved. All approved, motion carried.
A public hearing was held regarding an ordinance on the proposed Budget of Expenditures for the FYE 9/30/26. No public input, hearing closed.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt an ordinance regarding the proposed Budget of Expenditures for the FYE 9/30/26. All approved, motion carried.
A public hearing was held regarding adopting a resolution on the adjusted millage rate of 5.930 set by the parish tax assessor. No public input, hearing closed.
A motion was made by Jim Smith and seconded by Scott Wylie to adopt a resolution concerning the adjusted millage rate of 5.930 set by the parish tax assessor. All approved, motion carried.
A public hearing was held regarding a resolution setting forth the adjusted millage rate and roll forward to millage rate not exceeding the maximum authorized rate of 6.020. No public input, hearing closed.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt a resolution regarding setting forth the adjusted millage rate and roll forward to a millage rate not exceeding the maximum authorized rate of 6.020All approved, motion carried.
A motion was made by Cameron Smith and seconded by Jim Smith to adopt a resolution authorizing Mayor Smith to negotiate and execute a contract with Garver for professional services for Hurricane Laura Recovery Project for the Airport. All approved, motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to adopt a resolution authorizing Mayor Smith to negotiate and execute a contract with CSRS for professional services related to disaster recovery grants and project management. All approved, motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to approve the final plat for the Main Street Development project. All approved, motion carried.A motion was made by Jim Smith and seconded by Scott Wylie to postpone introducing Ordinance # 968B and set a public hearing for August 11, 2025, amending the FYE 9/30/25 budget. All approved, motion carried. A motion was made by Jim Smith and seconded by Scott Wylie to introduce Ordinance # 996 and set a public hearing for August 11, 2025, to declare property located on Overton Street with parcel number 00816515(DeQuincy High School Ball Fields) to become surplus property and allow it to be sold to the Calcasieu Parish School Board. All approved, motion carried. A public hearing was held on Ordinance # 994 to update and amend Chapter 21- General Zoning, Rules and Regulations for mobile homes to be located within the City of DeQuincy, Code of Ordinances.

A motion was made by Jim Smith and seconded by Cameron Smith to proceed with the next step of the condemnation process, which is to send to the Parish for Inspection, on the structure located at 404 Velmer Street. All approved, motion carried.
A motion was made by Margaret Brown and seconded by Scott Wylie to proceed with the next step of the condemnation process, which is to send to the Parish for Inspection, on the structure located at 230 Jackson Street. All approved, motion carried.
A motion was made by Margaret Brown and seconded by Scott Wylie to proceed with the next step of the condemnation process, which is to send to the Parish for Inspection, on the structure located at 228 Jefferson Street. All approved, motion carried.

There being no further business, Scott Wylie made a motion to adjourn the meeting. The motion was seconded by Jim Smith and carried.
