THE CITY council of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Bobby Dahlquist, Cameron Smith, and Margaret Brown. Council Member Bobby Dahlquist called the meeting to order at 5:30 p.m. Mayor Smith gave the invocation, and Scott Wylie led the pledge of allegiance.
A motion was made by Jim Smith and seconded by Margaret Brown to approve the October 14, 2024, regular meeting minutes. Without objection, the motion was carried.
FINANCIAL REPORT
The financial report was in the file. As of October 31, 2024, the overall total revenue, actual year to date is $4,38,034.26 with the FYE 9/30/2025 budget being $4,752,200.00 and a remaining budget of $4,314,165.74. The total expenses, as of October 2024, actual year-to-date total is $546,011.33 with the FYE 9/30/2025 budget total expenses being $8,466,420.00 and the remaining budget of $7,920,408.67.
REPORT
Fire, Police, Code Enforcement, Public Works, Sewer and Maintenance reports were in council files. There were no questions or comments from the council.
City Report
? Veterans Day program was held. Thanked Vance Perkins for all that he did for this.

A motion was made by Cameron Smith and seconded by Margaret Brown approving the November 11, 2024 agenda. Without objection motion carried.

A motion was made by Scott Wylie and seconded by Jim Smith to adopt a resolution authorizing Mayor Smith to accept the updated CIP for DeQuincy Industrial Airpark’s Capital Improvement Plan for 2025-2028.
A motion was made by Margaret Brown and seconded by Cameron Smith to adopt a resolution authorizing Mayor Smith to accept and sign the engagement letters with Kolder, Slaven and Company LLC for FYE September 30,2024, 2025 and 2026 as our auditor firm.
A motion was made by Scott Wylie and seconded by Jim Smith approving a variance to put a 2018, 14X 60 Mobile Home on his property at 603 Velmer Street. Without objection, the motion carried.
A motion was made by Jim Smith and seconded by Margaret Brown approving the variance for Jerilyn Semien to allow her to place a 2025, 32 X 68 mobile home to put on her property at 1107 Banneker Street. Last month applied for a variance for 1105 Banneker. She would like the mobile home turned and it will be on both lots of 1105 and 1107 Banneker, which Jerilyn owns both lots. Without objection, the motion carried.
A motion was made by Jim Smith and seconded by Margaret Brown to Introduce Ordinance # 978 and set a public hearing for December 9 ,2024 to update the City of DeQuincy handbook. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to Introduce Ordinance # 979 and set a public hearing for December 9 ,2024 to amend Article III GARBAGE AND TRASH, to remove Sec 10-45 Fees for pickup. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to Introduce Ordinance # 980 and set a public hearing for December 9 ,2024 to add late fees on all City utilities. Without objection motion carried.
A motion was made by Margaret Brown seconded by Cameron Smith to Introduce Ordinance # 981 and set a public hearing for December 9 ,2024 to purchase property on LeBlanc Street. Without objection motion carried.
A motion was made by Cameron Smith and seconded by Margaret Brown to Introduce Ordinance # 982 and set a public hearing for December 9 ,2024 amending Chapter 1-GENERAL PROVISIONS, Sec 1-8 General penalty. Without objection motion carried.
A motion was made by Scott Wylie and seconded by Jim Smith to Introduce Ordinance # 983 and set a public hearing for December 9, approving land lease for DeQuincy Airpark. Without objection motion carried.
Discussion over upcoming condemnation was held.
There being no further business, Cameron Smith made a motion to adjourn the meeting. The motion was seconded by Margaret Brown and carried.
