THE CITY COUNCIL of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Cameron Smith, Margaret Brown and Bobby Dahlquist.
The invocation was given, and the Pledge of Allegiance was recited.
The minutes from February 9, 2026 meeting were approved.
The minutes from special called meeting February 11,2026 meeting were approved.
The February 2026 monthly budget and the actual comparison report for the General Fund, Street/Sales Tax Fund, Utility Fund, Airport Fund, Public Safety Fund, and Public Service and Safety Building Fund were included in each council member’s packet. Also, Fire, Police, Public Works, Sewer, and Maintenance reports were in the council files. The mayor gave the city report verbally. There were no questions or comments from the council.
The agenda was amended to add a resolution for the 2025 Street Rehabilitation Project and a variance for an event to be held on March 28, 2026. All approved amended agenda.
Public input was heard from one citizen about the noise ordinance. Concerns were addressed by the council.
The council adopted the following resolution:
Approved the 2025 Street Rehabilitation Project No 50-M64-22-02.
Informing the Louisiana DEQ that the city will continue maintaining our wastewater treatment plant and continue required analytical analysis in accordance with the current LDEQ permit, including monthly monitoring of influent CBOD.
Approval of the ratifying of the signature of Mayor Smith to sign all documents pertaining to the LGAP grant, for the purchase of equipment, flooring and repairs to city hall.
Approved liquor license for Insane Cajun Kitchen contingent upon approval from the state and all requirements are met.
Accept the one bid that was submitted for property located on Third Street, sometimes known as the Old City Barn.
Discussion and approval was given for the demolition of the back portion of Old Town Hall.
Public Hearing was held for Ordinance # 1003 to update and amend Article V.-Historic District
Commission, Sec. 2-111 Established, in the City Ordinance code. No public input.

Public Hearing was held for Ordinance # 1004 to update and amend Article 11- Dangerous
Structures, Sec 5-36 Blighted and abandoned properties prohibited, in the City Ordinance code.
No public input.

Public Hearing was held for Ordinance # 1005 to update and amend Chapter 21, Appendix A- General Zoning Ordinance, Sec. 2, in the City Ordinance code. No public input.

The final step of the condemnation was approved for 228 Jefferson Street.
The final step of the condemnation was approved for 218 Jackson Street.
Voted to begin the condemnation process on the structures located at:
210 Hall Street
304 S Perkins Street
The condemnation process was postponed for 30 days on structure located at 129 Pine street.
The condemnation process was postponed for 30 days on the structure located at 103 and 105 E 4th Street. The 30 days will begin after the permit is issued.
Approved a variance to all an event to be held March 21, 2026, on the museum grounds.
