THE CITY COUNCIL of the city of DeQuincy met in regular session on the above date in the city hall council chambers located at 300 Holly Street, DeQuincy, Louisiana, with the following members present: Scott Wylie, Jim Smith, Bobby Dahlquist, and Margaret Brown. Absent: Cameron Smith
The invocation was given, and the Pledge of Allegiance was recited.The minutes from October 14, 2025, were approved.
The October 2025 monthly budget and the actual comparison report for the General Fund, Street/Sales Tax Fund, Utility Fund, Airport Fund, Public Safety Fund, and Public Service and Safety Building Fund were included in each council member’s packet. Also, Fire, Police, Code Enforcement, Public Works, Sewer, Maintenance, and Airport reports were in the council files. The mayor gave the city report verbally. There were no questions or comments from the council.

The agenda was amended and approved
Approval of variances for Temple Baptist Church.
The council adopted the following resolution:
Re-appoint Darwin Pinder to serve on the board of West Calcasieu Parish Community Center.
Allow the mayor to sign all documents for State Project No. H.016467- General Aviation Maintenance 2025 for the Airport.
Renew a joint service agreement with the Calcasieu Parish Communication District.
Renew 10-year Site Lease Agreement with MCI/ dba Verizon.
Authorize Mayor Smith to act on behalf of the City of DeQuincy and take appropriate action to commit to Water Sector Program Phase 2 FY 26-27.
Authorize Mayor Smith Mayor Smith to act on behalf of the City of DeQuincy and take appropriate action to enter into a Cooperative Endeavor Agreement (CEA)between the State of Louisiana and City of DeQuincy for the Office of Community Development – Disaster Recovery Project Title: 169712 OPER90 – Force Account & Contract Debris Removal.
Authorize Mayor to advertise for Request-for-Qualifications for Engineering and Technical Services for the Calcasieu Parish DeQuincy Generator Project (4559-94) under the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP).
Introduced Ordinance Number # 1000, and set a public hearing for Dec 8th, 2025, to allow City of DeQuincy or Calcasieu Parish to do city inspections.
Introduced Ordinance # 1001, and set a public hearing for Dec 8th, 2025, to amend the employee
Handbook.
Discussed past and upcoming condemnations. Council asked the City Attorney to work with the Clerk and complete the outstanding condemnations. Council voted to start the process of condemnation on 8 dwellings. Clerk is to begin the process.
